• Design Features: Bowie committed mitigation is shown below: <br />1. Care would be taken to identify and avoid cavity snags prior to any disturbance. <br />2. Light shields would be installed to minimize fugitive light and ensure a dark sky <br />condition during nighttime drilling activities. <br />3. The soil surfaces would be prepared to facilitate successful seed germination and <br />establishment. The seedbed should be firm enough to prevent erosion, but loose enough <br />to allow the seed sprouts to penetrate soil. <br />4. All reconditioning, reconstruction and construction of temporary roads would be done in <br />accordance with USFS standards (FS 7730 - Operation and Maintenance of Roadways, <br />FS 7709.57 and .56- Construction and Reconstruction of roadways, and applicable BLM <br />standards. <br />5. Temporary roads, once they are no longer needed, would be decommissioned using <br />standard industry BMPs and in cooperation with USFS and BLM specialists. <br />6. The point of access (where applicable) would be blocked as directed to prevent motorized <br />use of the obliterated road. To discourage access and use of reclaimed areas, natural <br />barriers and signs would be placed near the point where project roads that have been <br />obliterated. The agencies would identify barrier locations and techniques. <br />7. All drilling fluids, mud and cuttings must be contained on the project site in mud pits or <br />portable containers. The pit must not be used for disposal of garbage, trash, or other <br />refuse. Unattended pits would be fenced to keep out livestock and wildlife. <br />8. Mud pits must be allowed to dry or pumped before they are backfilled and reclaimed. If <br />pumped, fluids would be disposed at a Colorado State approved site. Pits would be <br />enclosed by construction grade, PVC mesh, 4' tall, safety fencing while they are left to <br />dry. <br />9. Reclamation efforts would be diligently pursued to insure that ground cover is established <br />on all disturbed areas at a minimum of 80% of the surrounding undisturbed areas. <br />10. Refueling of equipment will not occur within 100 feet of live water. <br />11. Any lubricant or fuel spills shall be reported immediately to the BLM or USFS hazardous <br />material coordinator. Any spills will be cleaned to the authorized officer's satisfaction <br />using standard hazmat procedures. <br />12. On USFS lands, reseeding would be completed using a certified weed free source of seed. <br />The Licensee would be responsible for controlling spread of, and eradicating noxious <br />weeds until final reclamation is accepted by the U.S. Department of Agriculture (USDA)- <br />USFS. Any hay or straw used shall be certified as weed free. Reseeding would be done <br />with seed mixes described in Tables 3 and 4. <br />The seed mix must contain enough pure live seed to have a reasonable prospect of <br />success, and contain less than I% weed seeds, none of which may be noxious (Taylor <br />2010). Seed must be distributed at the specified pounds per acre. Seed tags and seed <br />analysis will be provided to BLM. <br />• <br />DOI-BLM-CO-S050-2010- 0017 EA Page 10 of 43 May 2010
