Drilling is planned to span the nominal four-month long, field seasons during the summer and/or <br />early fall months. Work would be conducted during two 12-hour shifts per day. Barring <br />complications, each hole would be drilled in approximately 10 days and geophysical logging <br />would follow. Drilling tours would typically be 10 to 15 days of drilling and 4 days off. <br />Drill-hole abandonment would follow BLM and State guidelines. Bowie plans to convert drill- <br />hole 2010-1 into a monitoring well with a 10 to 15 year life expectancy. The mud pit and <br />approximately one half of the drilling pad would be reclaimed prior to its use as a monitoring <br />well. Holes not completed as surveillance or monitoring wells would be sealed using cement or <br />other approved sealant from the bottom of the hole to within three feet of the surface. Drill <br />cuttings may be mixed with the sealant. The casing would be cut off below the ground surface. <br />That portion of the hole between the seal and the reclaimed ground surface would be filled with <br />dirt, drill cuttings, or both to minimize hazards to animals or humans. Locations of holes would <br />be marked with a four-foot (minimum) steel roof bolt or a T-shaped fence post. <br />Reclamation of pads and roads would commence as soon as practicable following completion of <br />each drill hole. New roads would be decommissioned by obliteration once access was no longer <br />needed. Reclamation of the refurbished roads would retain minimal acceptable travel standards <br />for access. Plant debris, topsoil and subsoil excavated during road and site preparation would be <br />stored separately for use during reclamation. Pad sites and temporary roads would be reclaimed <br />in conformance with the standards of the BLM, USFS and Colorado Division of Reclamation, <br />Mining and Safety. Reclamation activities would involve replacing the subsoil, topsoil, <br />contouring the land surface to approximate original contour and incorporating into the soil the <br />previously removed vegetation to provide organic material on the reclaimed area. Reclaimed <br />areas would be reseeded with an approved seed mix (Tables 3 through 6). All reclamation would <br />be completed by fall 2012. <br />Trash, used containers, and other waste would be removed from drilling sites on a routine basis <br />and deposited in appropriate off site receptacles. Other than fuel and motor oil to run the <br />equipment, no hazardous/toxic materials would be used. Bowie does not anticipate the use of <br />any explosives/blastmg during the proposed exploration program. <br />Conditions for Use and Protection of Resources <br />Five of the six holes in this CEL application were previously included in the Spruce Stomp CEL, <br />COC-72069. Holes SS-1, SS-2, SS-5, SS-9 and SS-11 were never drilled. The USFS conditions <br />of use that are part of the existing CEL have been updated and are brought forward as part of this <br />analysis (Appendix A). The current CEL expires August 1, 2010. <br />Per requirements of the Federal Coal Leasing Amendments Act of 1976 and implementing <br />regulations at 43 CFR 3410, the USFS has developed the conditions for use and protection of <br />nonmineral resources. These conditions were developed to address issues related to use of USFS <br />managed lands for the purpose of coal exploration and to ensure these activities comply with <br />Grand Mesa Uncompahgre and Gunnison National Forests (GMUG) Forest Plan standards, <br />USFS Policy, and other applicable legal requirements. A Lease Notice shall be included in all <br />license, prospecting permit, and lease issuance responses to the BLM State Directors (FSM <br />Region 2 Supplement 2900-94-1, 2822.42).
