Addendum #1— Preliminary Review & Response <br />On September 16, 2010, additional comments on the revegetation and topsoil redistribution sections <br />(2.05.4(2)(e) and (d)) of PR -06 were raised by Dan Mathews of DRMS as part of a preliminary review <br />of a draft of the adequacy response. Included in the discussion of these items were Dan Mathews, Jim <br />Boyd of NRCS, Ben Langenfeld of Greg Lewicki and Associates, and Ross Gubka of Western Fuels - <br />Colorado. Additionally, DRMS required further text changes on September 20, 2010. Details of the <br />various further changes made to the permit text are: <br />Section 2.04.3 <br />The mine was renamed Nucla Mine from Navajo Mine by Peabody in 1963. A line of text has <br />been changed to refer to the mine as the Navajo/Nucla Mine to prevent any confusion. <br />Section 2.04.9 <br />• Subsections 10.1 and 10.2 replaced with DRMS language. <br />• Additional language modifications made in the text per DRMS requests. Most of these changes <br />reflect DRMS and WFC efforts to improve clarity and consistency in the section. <br />• Attachment 2.04.9 -5a has been removed from the permit, as the information it contained is now <br />in Attachment 2.04.9 -6. All references to Attachment 2.04.9 -5a now refer to Attachment 2.04.9- <br />6. <br />• Typographical errors corrected. <br />Section 2.05.4(2)(d) <br />• Item 5 in subsections 13.1, 13.2, & 13.2 has been altered to include language for deep tilling of <br />the topsoil zone to reduce compaction prior to disking of the soil. <br />• Since data gathered to date indicates that the rock content % in the Bench 1 overburden of Zones <br />6 and 7 does meet or only slightly exceeds the proposed 35% criteria, with the pebble size <br />component the dominant fraction, rock fragment criteria has been eliminated from Zone 7 on <br />Table 2.05.4(2)(d) -IA. <br />• Miscellaneous typos were correct as well. <br />Section 2.05.4(2)(e) <br />• Since there is no scheduled spring seeding of Seed Mix #7 on Irrigated Cropland, no oats will be <br />included in the Seed Mix. All references to spring seeding and oats as a companion crop as part <br />of Seed Mix #7 have been removed. <br />• The seed rate for fertile triticale has been raised to 301bs. PLS /acre. This is based on <br />recommendations from Jim Boyd of NRCS. <br />• Language was added to the Seed Mix #7 note to allow the use of alternative winter annual grains <br />at 30 1bs PLS /acre in place of triticale if necessary. <br />
