September 15, 2010 C-1981-035/King Coal Mine TAK <br />east side of the pile has been extended farther up the drainage. No problems were apparent on the pile. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage - Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />King I Ponds - Both ponds contained small pools of water and the ponds appeared to have adequate <br />storage capacity. The inslopes of both ponds appeared stable. The outslope of the embankment of the west pond <br />has been mulched and appeared structurally and erosionally stable. (The east pond is fully incised and does not <br />have an embankment.) The pipe and culvert that serve as primary spillways of the ponds appeared to be clear. <br />The open channel emergency spillways of both ponds appeared erosionally stable. Both ponds had graduated <br />staffs in place for surveying sediment level. <br />King II Pond - The pond was dry and appeared to have adequate storage capacity. The inslopes of both ponds <br />appeared stable. The outslope of the embankment has been mulched and appeared stable. The primary and <br />emergency spillway culverts appeared to be in good shape. A graduated staff was in place for surveying sediment <br />level. <br />King II East and West Diversion Ditches - The clear water ditches on either side of the surface facilities area <br />appeared in good condition. The west ditch is triangular in cross-section and is lined with rock riprap. The east <br />ditch is a shallow, wide-bottomed trapezoidal ditch that has grass-lining starting to develop. <br />King I erosion - The face of the waste pile has been gullied by recent storms. Gully formation was much greater <br />on the western part of the face where growth medium has not yet been placed, compared to the part of the face <br />where depressions had been constructed and growth medium has been placed. (The term "growth medium" is <br />used rather than "topsoil" because all of the King I disturbed area is pre-law and topsoil had not salvaged.) <br />The operator has routinely regraded the face of the refuse pile in past years following storms that caused gullies. <br />GENERAL MINE PLAN COMPLANCE: <br />The operator appeared to be in compliance with the approved mine plan. <br />SUBSIDENCE - Rule 4.20: <br />There was no evidence of subsidence over the portal areas. <br />ROADS - Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) <br />?
