No evidence of rilling or <br />concentrated flow was observed, and it did not appear that any topsoil had been eroded from the site. <br />• Truck loads of development waste from the King II mine had been dumped along the northern side of <br />the top surface of the pile (Photo 1), in preparation for being distributed in a 6" lift and compacted. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br />• A series of heavy monsoon rains had struck the permit area in the preceding month. <br />• The West Pond, which captures runoff from the upper yard at King I, was nearly empty. Mr. Jarvis <br />stated that a large storm cell had moved across the area recently, which temporarily raised the water <br />level in the pond. No discharge occurred, however (Photo 2). <br />• The East Pond captures drainage from the lower yard. The water level appeared to be approximately <br />two feet below the discharge elevation (Photo 3). <br />• During the inspection, Mr. Jarvis cleaned debris (mostly forest litter) from the inlet to the clean water <br />diversion culvert located upstream of the portal area. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); <br />Surfacing and Maintenance 4.0 1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />The haul road leading up the face of the refuse pile at the King I site could not be accessed by vehicle <br />due to disturbance associated with demolition of the surface facilities. We were able to hike the road <br />on foot, and observed that due to the recent rains, some erosion has occurred at the switchbacks where <br />the flow crossed the roadway rather than remaining confined to the ditch and culvert system (Photo <br />4).
