6.4.5 Exhibit F - Reclamation Plan <br />13. The Reclamation Plan calls for planting a cover crop. However, the Seeding Plan provided by the <br />Natural Resources Conservation Service (NLRCS) does not include a cover crop. Please confirm if a <br />cover crop will be used. If so, specify the type of cover crop and the application rate (#PLS/acre). <br />There will be no cover crop for the riverbanks. The Plan calls for drilling directly into the prepared <br />seedbed with no cover crop and no fertilizer. The Seeding Plan also states that aside from the river <br />banks, if there are other disturbed areas larger than one-half acre, a cover crop shall be used for the <br />purpose of seeding into (see NRCS Standrd-340 for details). The cover crop would be used for those <br />areas beyond the riverbank. The cover crop in this instance will be forage sorghum planted at a rate of <br />6-8 Vacre. <br />14. The Applicant has indicated in Exhibit L the slopes will be fertilized with fertilizer or barnyard <br />manure. However, the Seeding Plan provided by the NRCS does not contain a recommendation for <br />using fertilizer. Please confirm if fertilizer will be applied to the disturbed are prior to seeding. If <br />fertilizer will be used, please specify the type and the application rate. <br />The seeding recommendation for re-establishing grass on the river banks does not include fertilizer. No <br />fertilizer will be used in those areas. In areas outside the river bed, a cover crop will be used. The <br />establishment of the cover crop will be enhanced if the seedbed is more fertile and has some protection <br />from water and wind erosion. Barnyard manure brings both of those attributes. The rate of application <br />would be approximately four tons per acre. <br />6.4.7 Exhibit G - Water information <br />15. The Applicant has stated stormwater will be contained in all areas except Phases 1 and 2.. Please <br />describe how stormwater will be managed in Phases 1 and 2, including a description of how the <br />stockpiles will be protected. <br />Gravel will be pushed up and out of the dry riverbed in Phases 1 and 2. Our intent is to create no water <br />diversions or impoundments when mining in Phases 1 and 2 which contain the typically dry North Fork of <br />the Arikaree River. We will attempt to keep stockpiles outside the flow area. Any water flow should be <br />able to simply pass through the site as it occurs. If a material stockpile were maintained on a short-term <br />basis in the river bed, it would be kept to the north side and in line with the flow. <br />16. The applicant has stated berms will be used to contain stormwater runoff in the pit. Please <br />provide the division with the dimensions of the berm, this information is required to complete the <br />financial warranty calculation. <br />The berms will vary in size depending on the needs of that particular area. They will be typically very <br />small in nature, only large enough to divertflow and keep the runoff at the site. <br />4
