4. Please indicate if there will be a designated load out area or if the product will be hauled from the <br />active mining area. <br />The designated load out area will move as the active mining area changes. <br />S. The Mining Plan shows overburden and topsoil stockpiles in Phase 1. Please confirm that all <br />overburden and topsoil stockpiles will remain in Phase 1. In addition, please indicate if there will be <br />product stockpiles on site. <br />All overburden and topsoil stockpiles will not remain in Phase 1. A topsoil stockpile (and overburden <br />stockpile if needed) will be created in each phase that is opened. This will facilitate the replacement of <br />topsoil when reclamation occurs. Exact locations of the new stockpile will be determined by conditions in <br />the new area. The product stockpiles will also move to the active area. Once an area is mined, <br />reclamation on that area will begin as the new area is opened. <br />6. Will the Applicant store fuel on the mine site? If so, please locate the fuel storage containers on <br />the Mining Plan Map. The operator must indicate there is a Spill Prevention Control and <br />Countermeasure (SPCC) plan in place and that the SPCC plan will be implemented prior to storage of <br />fuel or oil products. This can be done by submitting a letter to the Division, on company letterhead, <br />affirmatively stating that the plan has been implemented. The operated does not need to submit a <br />SPCC plan to the Division; however, it must be available for review at the facility or the nearest field <br />office during an inspection conducted during normal business hours. In addition, if the containment <br />structures are permanent, such as concrete containment structures, then the cost to remove the <br />structures must be included in the reclamation estimate. <br />A haul wagon may bring fuel to the site when needed for re fueling, but there will be no fuel stored at <br />the mine site. Operators will have a Spill Prevention Control and Countermeasure Plan, but not specific <br />to this site. <br />7. The Applicant has indicated the topsoil stockpiles will be vegetated with brome grass. Please <br />specify the type of brome grass and application rate (#PLS/acre) to be used on the topsoil stockpile. <br />The brome species is smooth brome. The grass will be hand broadcast at an approximate rate of 10 lbs. <br />of seed per acre. <br />8. The Applicant has stated the outside perimeter of the pit will be mined at 3H:1V. Please indicate <br />the grade at which the interior pit walls will be mined. <br />All mining around the perimeter will be mined at a 3:1 grade. Areas where the stream bank is involved <br />will be mined at a slope of 2:1. Mining of other interior pit walls may vary depending on ease of mining <br />and the situation in that specific area. <br />2
