6) Containment pits - All drill fluids shall be contained in a tank or dug pit. The cuttings pits shall be dry or with <br />little standing water prior to backfilling. <br />(k) Weed control - All construction equipment and vehicles shall be clean and weed, weed seed free prior to moving <br />equipment onto public lands and start of construction. Cleaning shall be accomplished by pressure washing with water <br />unless otherwise approved by the authorized officer. The operator shall monitor for noxious weed infestation and shall <br />control noxious weeds on the location and access roads as directed by the authorized officer. Herbicide or pesticide <br />use shall be approved by the authorized officer prior to any application. <br />0) Hazardous wastes - Care should be taken to prevent spilling of fuel, hydraulic fluid, or oil, and any contaminated <br />soil should be treated or disposed of properly or re-mediated onsite. Fueling and maintenance activities shall not <br />take place in or adjacent to any drainages (perennial or ephemeral.). All product containers (oil and hydraulic fluid <br />cans, etc.) shall be removed from the site and disposed of properly. <br />(m) Hole plugging see page 6 of this document <br />(n) Monitoring wells - Separate approval is required for any proposal to convert any drill holes into water monitoring <br />wells. Any approved monitoring wells would require the well to be completed so as to isolate the aquifer(s) being <br />monitored as well as casing and cementing off other aquifers and minable coal beds encountered. <br />(o) Road maintenance - Existing BLM roads (other than County) shall be maintained during the life of the exploration <br />project. This may include, but is not limited to, blading the driving surface, cleaning ditches, maintaining and <br />restoring water bars and turnouts, and dust abatement. <br />(p) Culverts and drainage crossings- see EA <br />(q) Blocking reclaimed roads - see EA. <br />(r) Reclamation - Re-contour the temporary roads and drill sites to blend with the adjacent natural terrain. Distribute <br />topsoil evenly over the re-contoured area. Roads shall be reclaimed leaving a very rough surface, including placing <br />available rock and brush, to discourage off-road vehicle use. All disturbed areas shall be seeded with the following <br />mixture. Application rates are for pure live seed (PLS). Seed tags must be submitted to the Field Manager within 30 <br />days of seeding. <br />See; FONSI (Finding of No Significant Impact) for further details and stipulations. <br />1. The area is considered to be satisfactorily reclaimed when: <br />A. Soil erosion resulting from the operation has been stabilized. <br />B. A vegetative cover at least equal to that present prior to disturbance and a plant species composition at least as <br />desirable as that present prior to disturbance has been established. Establishment of all the species in the seed <br />formula will be considered as meeting the composition/ desirable species criteria. <br />2. Additional work shall be required until these conditions are satisfied. <br />(s) Other permits - The operator shall comply with all legal Federal, State, and County resolutions, regulations, and <br />permit requirements. <br />All exploration drill holes must be capped with at least five feet of cement and plugged with a, permanent plugging <br />material that is unaffected by water or hydrocarbon gases and will prevent the migration of gases and water in the drill <br />hole under normal pressures. For exploration holes drilled deeper than stripping limits, the licensee, using cement or <br />other suitable plugging material approved by the White River Field Office Manager, will plug the hole through the <br />thickness of the coal bed(s) or mineral deposit(s) and through aquifers for a distance of at least 50 feet above and 50 feet <br />below the coal bed(s) or mineral deposit(s) and aquifers or to the bottom of the drill hole.
