August 31, 2010 C-1981-038/Bowie No. 1 Mind JJD <br />ROADS - Rule 4.0300 Construction 4.03.1(3)/4.03.2(3)00Dra.inage 4.03.1(4)/4.03.2(4) 0 ?Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)0 ?Reclamation 4.03.1(7)/4.03.2(7): <br />The three paved short sections of roads at the three entrances to the unit train loadout were in good <br />condition. The dirt road at the partially reclaimed highway coal stockpile area was passable, as was the road to the <br />West Mine and fan areas. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The reclaimed West Mine was well vegetated and the backfill appeared to be stable. No erosional <br />problems were observed and no signs of slope instability were apparent. <br />REVEGETATION -- Rule 4.15 0 ? Vegetative Cover; Timing: <br />Basil Bear, representing the operator, and the state inspector walked the reclaimed slope at the West Mine. <br />There was a moderate to good vegetative cover at the West Mine. However, there was a large patch of thistle on <br />the reclaimed slope to the east of East Roatcap Creek. Also, there were several smaller patches and scattered <br />occurrences of thistle around the disturbed area. A large patch of Russian knapweed was observed on the lower <br />outslope of the lower sediment pond. Yellow star thistle was found just upgradient of the lower sediment pond in <br />2008. Additional scattered occurrences were found during this inspection. The operator used a GPS to mark the <br />locations. The BLM and Delta County have been spraying the yellow star thistle while the operator has been <br />spraying the other noxious weeds. <br />There was a moderate vegetative cover on the cut slopes and flat areas at the partially reclaimed highway coal <br />stockpile area. A good vegetative cover was on outslopes of the unit train loadout bench. No noxious weeds were <br />seen in either of these two areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were observed with any of the facility structures at the unit train loadout. However, a large <br />gully has formed within about 10 feet of the substation superstructure and will need repair soon. Drilling and gob <br />vent equipment was being stored on the loadout bench. No problems were observed with the stored materials. <br />SIGNS AND MARKERS - Rule 4.02: <br />A mine identification sign was up at each of the three entrances at the unit train loadout. Mine id signs <br />were also up at the entrance to the highway coal stockpile area and the West Mine. Signs were also up along the <br />Steven's Gulch road where the permit boundary crosses the road. Subsidence warning signs were up along <br />Steven's Gulch road near the well field area. Surface disturbance markers were up around the disturbed areas at <br />the West Mine, highway coal stockpile area and at the unit train loadout. <br />TOPSOIL - Rule 4.060 ?Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The topsoil stockpile on the west end of the unit train loadout had a good vegetative cover. The topsoil <br />sign was up on the stockpile.
