A few full and <br />empty rail cars were on site while a fully loaded unit train from another mine was on the side track. No coal <br />loading or unloading operations were in progress during the inspection. There were no indications of fugitive dust <br />going offsite. The discharge valve was closed. There was no blockage of the riprapped emergency spillway. The <br />pond inslopes had a good vegetative cover and the pond embankment was well grassed. The dugout pond on the <br />west side was dry. The open channel combination spillway was clear of debris. <br />Straw bales and silt fence were in place along the railroad track small area exemption. Ditches had capacity. No coal dust had been tracked onto the main <br />highway. The road's guard rail was up. The entrance gate was open. The east side graveled entrance road was also <br />in good condition. The entrance gate was closed and locked. The operator has placed large rocks along the <br />northeast side of the permit area perimeter in order to block unauthorized entry.
