August 30, 2010 C-1981-014/Southfield Mine JHB <br />transport on the access road was observed. There was no evidence of off-site sediment transport. <br />Both sediment ponds at the load out were dry with well vegetated embankments. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.1111 ?Drainage Control; Surface <br />Stabilization; Placement: <br />The refuse pile remains stable and well vegetated. Traversing across the top of the refuse pile found the <br />vegetation diverse and healthy. Some limited areas on the north facing slope of the pile showed some sediment <br />transport, but gullies were not forming. All sediment from the refuse pile appears to drop out in the ditch, and <br />little soil material makes it to the sediment pond. The Refuse pile sediment pond was dry. The inspector was able <br />to drive along the access roads at the refuse pile. <br />ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3) ? ? Drainage 4.03.1(4)/4.03.2(4) ? ? Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) ? ? Reclamation 4.03.1(7)/4.03.2(7): <br />The access roads throughout the mine site were in good condition in spite evidence of recent storm events. <br />Waterbars cut into the roadways during grading efforts appeared effective in slowing runoff along the roadways. <br />No gullying was observed along the roads. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The reclaimed areas appear stable with no erosional gullies forming. Vegetation is well established <br />though out the reclaimed areas of the mine and load out. <br />REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing: <br />the re-established vegetation communities at the reclaimed portal area, refuse pile, and load out exhibit <br />good cover, healthy growth, and good visual diversity. Areas previously treated for control of knapweed were <br />inspected. No re-growth of knapweed plants could be found. No new patches of noxious species were observed <br />throughout the site. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />The load out along Fremont county road No. 79 remains inactive. Vegetation is doing well at the load out. <br />The load out was dry with no water in either of the ponds.
