C -1981 -008 August 25, 2010
PR -06 AR #5 Page 11 of 26
• For 2010 Lift B, please replace the 172,113 CY with 160,065 CY, which changes the
total to 381,581 CY, and delete "(100% recovery) ".
iii. With this item, the Division requested that in addition to the average topsoil and subsoil
thicknesses shown on Map 2.05.4 -6, that "minimum" thicknesses for each type and zone
be provided, as well. The map has been revised to include proposed "minimum"
thicknesses of 15" for Mixed topsoil in Zones 1, 2 and 3 and 15" for Mixed topsoil in
Zone 4. These proposed thicknesses are unacceptable. Please 18" as the minimum
thickness for Mixed topsoil in Zones 1, 2 and 3 (while maintaining the average thickness
of 2l "). For Zone 4, where the average thickness of Lift A is 25 ", please use a minimum
thickness of 21 ".
iv. This item requested that Note 1) be revised to refers to Subsection 12. 1.1 for topsoil
balance calculations and that Note 2) be revised to refer to May 201.0 as the date from
which all Bench 1 material would be retained on the Morgan property. The addition of
Note 3) was also requested, detailing the ripping and scarification of the stockpile
footprints. The notes have been revised and added. Item Resolved
b. The Division had requested that WFC add new Zone 9 (with 6" topsoil replacement
thickness) to Map 2.05.4 -7, which would incorporate those areas that are not likely to be
irrigable, due either to slope steepness, or to lack of water availability. WFC responded with
a series of arguments against the "Zone 9" concept proposed by the Division, none of which
were compelling.
However, the Division has subsequently reviewed the original topsoil redistribution plan
(approved with PR -05 in 2000) for the properties located northwest of the BB /2700 Road
intersection, and finds that the southeastern portion of the Lloyd parcel was to have received
a total of 22.7" of topsoil (in 2 lifts), while the southwestern portion was slated to have 13.2"
of topsoil (also in 2 lifts) replaced. A single lift of topsoil 12" thick was to be placed on the
reclaimed north- facing slope adjacent to Tuttle Draw. For the WFC parcel, the southwestern
half was to be topsoiled with 22.7" (in 2 lifts) while the western end and northern flank were
in the 13.2 ", 2 -lift category.
The Topsoil Zones 6 and 7 proposed for reclamation of the Lloyd property (i.e. 21" in the
east and 13" in the west) are not appreciably different from the scenario originally approved
under PR -05. The Division withdraws its earlier request to create a new "Zone 9 ". Item
Resolved
c. Disturbances associated with Ponds 009, 012, and 013 were incorporated into the appropriate
replacement zones on Maps 2.05.4 -4 and 2.05.4 -7, and replacement volumes were included
on Map 2.05.4 -7 and Table 2.05.4(2)(d) -4. Item Resolved
d. Stripping of topsoil is described in Section 2.04.9 — Subsection 16. Please add a new
sentence to the introductory paragraph of Section 2.04.9 stating that topsoil salvage
requirements of 2.05.3(5) are addressed in Subsection 16. This item has not yet been
addressed.
39 -40. Previously resolved.
41. An erroneous acreage reference in Section 2.05.4(2)(d), Subsection 12.2 was removed as
requested.
