16) Final inspection was performed September 24, 1996. <br /> Design Changes <br /> Several minor changes or modifications were made to the approved design plans <br /> during construction. These are discussed below. <br /> Material Specifications for Embankment Fill. During excavation of the embankment, <br /> the existing embankment soils were observed by Wheeler and by Kumar and Associates <br /> (the Geotechnical Engineer). A distinct boundary between Zone 1 and Zone 2 materials <br /> (as shown on the original construction drawings) was not identifiable. Gradation analyses <br /> of samples obtained from the breached embankment were performed, and gradation <br />• analyses reports from original construction of the dam were reviewed. Based upon visual <br /> inspection of the embankment and results of all gradation analyses, we believe the <br /> difference between Zones 1 and 2 of the embankment is probably transitional and not <br /> distinct. Segregation of materials for reuse as compacted fill was not performed because <br /> Ah of the lack of significant difference between the excavated embankment materials. <br /> Reconstruction of the embankment utilized all materials excavated from the breach with <br /> rocks greater than six inches pushed out of the Zone 1 area and into the Zone 2 area, as <br /> designated on the project drawings. Results of gradation analysis and discussion related <br /> to embankment fill is provided in a letter prepared by Kumar and Associates, a copy of <br /> which is enclosed in Appendix B. <br /> Outlet Pipe Cutoff Collars. The design of the cutoff collars for the new outlet <br /> conduit required a 20% increase in the flow path along the conduit through the Zone 1, <br /> impervious portion of the embankment. As discussed above, the embankment is <br /> constructed with a single zone of materials conservatively assumed to include the extents <br /> of both Zone 1 and 2 material shown on the original construction drawings. Therefore, the <br /> total length of conduit through impervious material is significantly longer than originally <br /> anticipated and thus, the cutoff collar design required modification to comply with original <br /> design. <br /> 3 <br />
