RA 1 pond was dry, <br /> embankments well vegetated,and in good condition. <br /> SS-1 pond was well vegetated, and held a small pool of wash down water. SS-2 pond was dry with a small area <br /> that was damp. One tamarisk plant was observed in the bottom of SS-2.. RR-1 pond had a small damp area. No <br /> problems were noted with any of the ponds. PP-1 and PP-2 were holding water, with no items of concern <br /> identified. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11❑❑Drainage Control; Surface <br /> Stabilization;Placement: <br /> Refuse area 5 was actively being worked with a dozer pulling a drag to smooth down the graded refuse <br /> material. At the time of the inspection,there were no end dumped refuse piles on RA-5,they had all been spread. <br /> BME was spreading the refuse material that had been stockpiled at the southern end of RA-5 over the winter. <br /> BME was placing some end dumped refuse piles on RA-2/3. No problems were identified with either Refuse area. <br /> RA-1 remains vegetated. BME personnel discussed the need for BME to repair fences near the refuse area prior <br /> to winter grazing by sheep in this area. <br /> ROADS—Rule 4.03❑❑Construction 4.03.l(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads though out the mine site remain in good condition. BME has recently re-cut roadside ditches after <br /> the large storm event in early August. Haul road and access road berms have been shaped and are in good <br /> condition. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The East portal area was inspected after the large storm event. This area was reclaimed using limited <br /> topsoil since the area had been disturbed prior to the permanent program,and limited topsoil was available. BME <br /> had left the ground surface very rough. Isolated rilling was observed corresponding to areas of run-on from <br /> adjacent undisturbed areas. Several areas exhibit some rilling,but rills did not exceed 4-6 inches at their deepest. <br /> Since the storm was reportedly centered in the Scullion Gulch drainage,the reclamation held up remarkably well. <br /> Some of the rilled areas should be monitored to assure the rills don't enlarge. Large flow had been apparent in <br /> Scullion Gulch drainage. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Facilities area was in good condition. BME has cleared sediment from the East ditch between the <br /> administration building and the main office building. Other areas of the facilities have had roadside ditches <br /> cleaned of sediment recently.
