Mr.Jeff Dubbert of Blue Mountain Energy <br /> accompanied the inspection in the field. Scott Wanstedt of BME assisted the inspector with mine records. The <br /> mine site was dry, and the weather warm and clear. The mine is currently mining in the west end of longwall <br /> panel LWB-11, and main development. <br /> FISH and WILDLIFE—Rule 4.18: <br /> The osprey continue to be present along the White River at the lagoon area. BME personnel discussed <br /> leaving some of the power poles at the current pump house for nesting structures. BME has not taken down the <br /> power lines to the existing pump houses yet. <br /> HYDROLOGIC BALANCE -Rule 4.05❑❑Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Mine site had a high intensity localized rain storm on 8/3/2010. Scott Wanstedt reported 1.76"of <br /> precipitation. The majority of the storm was localized in the Scullion Gulch drainage and around the facilities <br /> area. There was evidence of high flow coming out of Scullion gulch as noted by flattened vegetation and sediment <br /> in the native channel near the lagoon. New rills on native undisturbed slopes could be noted in the Scullion Gulch <br /> drainage. <br /> DP-1 was the only pond that discharged as a result of this storm. Scott reported DP-1 discharged 54 gpm on 8/3. <br /> The 10-year 24-hour storm for this area is recorded at 1.6", so the 8.2 storm event exceeded the 10-year storm size. <br /> Ponds throughout the mine were in good condition. Refuse Area 5 pond was dry with annual plants growing in <br /> the bottom of the pond.Embankments were well vegetated with no problems noted. The upper 2 cells of the RA <br /> 2/3 pond were holding water,but the lower RA2/3 pond cell was dry. 2 Tamarisk plants were observed in the <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 2 of 6 <br />
