August 18, 2010 C-1981-041/Roadside Portals MPB <br />The permanent flood control dike which will be included in the upcoming bond release SL-7 for the UTL loop <br />area was inspected and found to be stable and functioning as intended (see attached Photograph No. 1). <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 <br />?Drainage Control; Surface Stabilization; Placement: <br />The CRDA-l, CRDA-2, and RSRDA waste piles appeared to be stable. Terrace drains and perimeter ditches were <br />properly maintained and functional. No problems were noted at any of the refuse disposal sites. The temporary <br />coal mine waste storage area atop the CRDA-1 pile was inspected. The temporary road to the top of the pile <br />remains open at this time but is scheduled to be reclaimed in the near future. The temporary coal waste pile is <br />stable and appropriate drainage control measures are in place. <br />ROADS - Rule 4.03 <br />? Construction 4.03.1(3)/4.03.2(3) <br />? Drainage 4.03.1(4)/4.03.2(4) <br />?Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />? Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were mostly dry and in good condition. Road ditches and road culverts were well maintained throughout <br />the various mine site locations and support facility areas. All areas of the site were accessible except for a portion <br />of the Coal Canyon Access Road that leads to the wild horse refuge northwest of the Colorado River. BLM has <br />the road blocked off while they are resurfacing a portion of the road and installing a box culvert at the creek <br />crossing northwest of Cameo Borrow Area #2. <br />REVEGETATION - Rule 4.15 <br />? Vegetative Cover; Timing: <br />Terrace drains and diversion ditches at CRDA-1 and CRDA-2 were inspected and found to be stable and dry. <br />There were no areas of instability or erosion identified at either of these refuse disposal areas. <br />CRDA-1 has good vegetation establishment with good cover and diversity (see Photograph No. 2). One of the <br />upper terrace drains of CRDA-1 is shown in Photograph No. 3. The reclamation looks very good on CRDA-1. <br />The vegetation reestablishment was not as successful on CRDA-2. Heavy cheatgrass cover and poor perennial <br />grass establishment was noted on many of the terraces of the CRDA-2 site. See attached Photograph No. 4 of the <br />lower terrace drain at CRDA-2. <br />The 2-West Portals, substation and South Fan sites were inspected.
