Proposal: Hukill Gulch <br />Millsite DDRMS Permit File No. M-2002=076 <br />The Upper Clear Creek Watershed Association (UCCWA) is the designated 208 management <br />agency responsible for testing, monitoring, overseeing and reporting water quality and water <br />resource issues through the upper portion of the Clear Creek Watershed. Our membership <br />includes 20 municipalities, counties, dischargers and related entities located in the upper Clear <br />Creek watershed in Clear Creek and Gilpin counties. As such, we have a responsibility to review <br />any proposed action that may impact water quality in the watershed. <br />We have reviewed the amended application from Venture Resources and have the following <br />comments: <br />• We are concerned that the proposed tailings impoundment in Hukill Gulch, which has a <br />grade of 26 to 32 percent, cannot hold a slurry of tailings nor storm water. We note that in <br />Fig. 3.2 of Vick, S.G., 1990 [page 16 of Exhibit C - Mining Plan, revision of 7/27/2010] <br />that the tailings are deposited on a horizontal surface. <br />• We see a problem of geometry with the extraction of the first 3,000 tons from the same site <br />as the first tailings lift. It is unclear where the first 3,000 tons of waste rock will be stored <br />while tailings from the processing of that same 3,000 tons is put in the first tailings lift. <br />• A closure and reclamation bond of sufficient size should be required in the event a permit <br />is issued. <br />• We oppose Venture Resources' proposal to import mill feed from outside the permitted <br />area to the Hukill Gulch millsite. Venture Resources' original proposal and response in <br />Paragraph 4 of the "Adequacy Response cover letter" file 7/29/2010, 2:57:40 PM-JWD] <br />raises the issue of importing mill feed. They plan to construct a "sheltered crusher feed <br />pile" [paragraph #4]. This bin will contain up to 200 tons of broken rock. In order to
