August 10, 2010 C-1981-037/GEC Strip Mine JHB <br />The landowner, Dr. Corley, stated the area had received 0.8 inches of precipitation the week preceding the <br />inspection. The mine site was dry but drainage ways were damp. No standing water was observed in ditches, low <br />lying areas, or ponds on neighboring property. Recent sediment deposition was noted along the drainage ways, <br />and in some of the existing gullies around the reclaimed pits. Evidence of sediment transport was noted primarily <br />in the steeper topography. It was not observed if the sediment was being transported off site. <br />There are a number of large gullies on the steeper slopes of the reclaimed east and west pits. One gully was noted <br />in the drainage at the orphan pit. No gullies were observed at the "duck pond" or at the "tipple area". <br />The sediment pond located immediately south of a locked gate along the access road to the adjacent mine was full <br />of sediment. Volunteer vegetation has rooted in the filled sediment pond. <br />GENERAL MINE PLAN COMPLANCE: <br />The mine permit has been revoked and bond forfieted previously by the Division. <br />ROADS - Rule 4.03 <br />? Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />?Reclamation 4.03.1(7)/4.03.2(7): <br />The road between the East pit and Chen's hill was driven up to where the main drainage from the east pit <br />crosses over the road. Recent sediment deposition was obvious on the low point of the road. Some gullying was <br />apparent near the edges of the road, but the Division was able to drive a full-sized SUV up past this point and turn <br />the vehicle around. Gates were locked to the site. The Division has keys to the gate located on the Fremont <br />county road, and the gate immediately north of Pond 5. The landowner, Dr. Corley, provided access through the <br />Corley ranch gate. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Sampling occurred on reclaimed areas of the GEC mine. The northern area, commonly referred to as Chen's hill, <br />was sampled for vegetative cover and herbaceous production. Cover transect and production quadrat sample <br />locations were determined using a random sample program, Hawths Tools, in ArcMap. Sample location <br />coordinates were downloaded into a Trimble XT GPS unit. Sample locations were located in the field using the <br />Trimble XT navigation feature. Transect direction was determined using a random number generator with <br />compass points between 0 and 359. A 50 meter transect was measured with a tape. If the 50 meter transect would <br />extend beyond the reclaimed area, the original compass direction was rejected and the next compass direction on <br />the list of random compass points was chosen. <br />One production quadrat was collected at 13 meters along the right side of the tape. A 0.5M by 0.5M square <br />quadrat was placed alongside the tape. All current years vegetative biomass was clipped and collected in bags. <br />Biomass was separated by life form; annual grasses, perennial grasses, annual forbs, and perennial forbs.
