August 10, 2010 C-1983-059/Terror Creek Loadout JJD <br />SUPPORT FACILITIES - Rule 4.04: <br />The plant was shut down for repairs. There were about thirty railcars on site, five of which were loaded <br />with coal. The operator has removed the 6,000 gallon fuel tank and replaced it with three smaller fuel tanks. The <br />containment berm was functional and there were no fuel leaks. The double walled fuel tank had no leaks as well. <br />There were no problems with the coal handling facilities. There was only a small volume of coal and coal fines <br />stockpiled on the facilities bench. No coal handling was taking place. No problems were observed with the <br />substation, loadout office and material storage area. <br />SIGNS AND MARKERS - Rule 4.02: <br />The mine identification signs were up at the main entrance, east side entrance and near the railroad tracks. <br />The signs contained the required information. Permit boundary marker signs were also up. <br />TOPSOIL - Rule 4.06 ? ? Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />There was a moderate to good vegetative cover on the west side topsoil stockpile. The topsoil signs were <br />up on the pile and the pile's collection ditch was in place. The east side topsoil stockpile had a fair to moderate <br />vegetative cover. Topsoil signs were up on this pile as well.
