The gated valve on the primary pipe was in the closed position. The pond embankment was well <br />vegetated and stable, as were the pond inslopes. There was no blockage of the pond's emergency spillway. The <br />west side dugout pond was dry. The dugout pond's combination spillway was clear of debris. <br />The ditches at the loadout had sufficient capacity and culverts were clear. The straw bales and silt fence were up at <br />the railroad track small area exemption. The newly installed entrance gate was <br />open. The graveled entrance road on the east side of the loadout was passable. The gate on that side of the loadout <br />was closed and locked.
