August 10, 2010 C-1996-083Bowie No. 2 Mine JJD <br />The operator was working on the second lift, bringing the outslopes from 5H:1 V to the newly designed 3H:1 V. <br />There was no ponded water on the pile. The outslope of the first lift, covered with soil material, was stable and <br />showed no problems with erosion. <br />ROADS - Rule 4.03E] ? Construction 4.03.1(3)/4.03.2(3)0 ? Drainage 4.03.1(4)/4.03.2(4)E ? Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) El ?Reclamation 4.03.1(7)/4.03.2(7): <br />The paved haul road leading up to the D-seam portal bench was in good condition. The last curve of the <br />road has not been repaved but was in good condition. The guard rail was up and the road ditches had capacity. The <br />coal waste haul road was also in good condition. The outside berm was in place and the road ditch had enough <br />capacity. <br />REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing: <br />The cut and fill slopes of the main mine benches had a good vegetative cover. The vegetation cover has <br />prevented any erosional problems with the slopes. <br />SLIDES and DAMAGE - Rule 4.12: <br />The slide above the D-seam portal bench appears to have stabilized. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were no problems with any of the coal handling structures on the D-seam portal bench. There were <br />no leaks at the fuel facility. Material storage areas on the D-seam portal bench, next to the main topsoil stockpile <br />and underneath the overhead conveyor were well organized. At the Hubbard Creek fan site, the fan was not <br />operating. However, compressed air was being sent down the shaft into the mine for various uses. No problems <br />were observed with the facilities at the unit train loadout. <br />SIGNS AND MARKERS - Rule 4.02: <br />Mine identification signs were up at the entrances to the main mine site, unit train loadout and the <br />Hubbard Creek fan site. Also, mine id signs were up along the highway and the Hubbard Creek road where the <br />permit boundary crosses the public roads. The mine id signs contained the required information. Surface <br />disturbance markers were up around the disturbed area. <br />TOPSOIL - Rule 4.06 El ?Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The vegetative cover on the main topsoil stockpile at the main mine was good. There were no signs of <br />erosional problems. Topsoil stockpile signs were up on the pile. There was a good cover of vegetation on the coal <br />waste pile topsoil stockpile.
