The 200-gpm treatment system is <br />being installed to comply with paragraph 28.a. of the Notice of Violation/Cease and Desist Order, <br />Number: 10-100601-1 (the "NOV/CDO"), that the Division issued to Cotter on June 1, 2010. <br />The Division hereby grants Cotter temporary authorization to discharge from the 200-gpm water <br />treatment system, from the outfall location described in the July 7, 2010 technical memorandum, <br />and in accordance with the following additional terns and conditions: <br />1.
