6.4.3 Exhibit C - Pre-mining and Mining Plan Maps of Affected Land <br />4. As required by Rule 1.11.2(3)(b), please show the area mined or disturbed and the area reclaimed <br />since the original permit application. <br />5. Please specify the type of present vegetation covering the affected lands within the conversion <br />area as required by Rule 6.4.3(e). <br />6. Please show the owner's name and type of structure for the structures indicated along the <br />southern conversion boundary in Exhibit C. <br />6.4.4 Exhibit D - Mining Plan <br />7. The Applicant intends to construct a crossing across the East to West drainage. Please provide <br />additional information and design specifications regarding the crossing construction (i.e. <br />composition, length, width, height, foundations, etc.) and a specific plan for reclamation of any <br />required structures. In addition, please provide documentation for the legal right to enter the <br />easement associated with the drainage and construct the crossing across the drainage. <br />8. Please provide a description of the earthmoving methods of mining to be employed in each stage <br />of the operation as related to any surface disturbance on affected land. <br />9. Please provide a description of the size of each proposed phase and label Exhibit C - Mining Plan <br />Map accordingly. <br />6.4.5 Exhibit E - Reclamation Plan <br />10. The Applicant states, topsoil stockpiles, if intended to be used for reclamation, will be seeded to <br />grass and kept free of noxious weeds if they remain on the site for more than two years. The <br />Operator committed to seeding topsoil stockpiles which remain in place longer than one growing <br />season and seeding the stockpiles with 30 pounds of Western Wheatgrass per acre during the 110c <br />application review. Please reference the adequacy response letter from Tuttle Applegate, Inc. <br />dated May 21, 1998. Please commit to salvaging all available topsoil for use in reclamation and <br />recommit to the approved topsoil stockpile stabilization method and timeframe. <br />11. The Applicant states, seed will be planted using a broadcast method in Exhibit E and indicates the <br />seed will be drilled in Exhibit L. Please explain this discrepancy and state the preferred method of <br />seeding. <br />12. The Applicant states, straw mulch will be crimped in at one ton per acre. Please commit to using two <br />tons per acre of mulch as required by the original NRCS letter dated May 12, 1997 and the 110c <br />adequacy response letter from Tuttle Applegate, Inc. dated May 21, 1998. <br />13. The Applicant states, during mining and for a period of two years following reclamation, the <br />disturbed area will be monitored for noxious weeds. Please commit to employing methods of <br />noxious weed control until the permit is released by the Division.
