The Applicant has indicated the site will be mined in eight (8) phases. Please commit to <br />delineating the boundary of any actively mined phase. <br />3. The Mining Plan states there will be a seventy five (75) foot setback from the pit and the <br />permit boundary. Please commit to delineating the setback using monuments or other <br />markers. <br />4. Please indicate if there will be a designated load out area or if the product will be hauled <br />from the active mining area. <br />5. The Mining Plan shows overburden and topsoil stockpiles in Phase 1. Please confirm that all <br />overburden and topsoil stockpiles will remain in Phase 1. In addition, please indicate if there <br />will be product stockpiles on site. <br />6. Will the Applicant store fuel on the mine site? If so, please locate the fuel storage containers <br />on the Mining Plan Map. The operator must indicate there is a Spill Prevention Control and <br />Countermeasure (SPCC) plan in place and that the SPCC plan will be implemented prior to <br />storage of fuel or oil products. This can be done by submitting a letter to the Division, on <br />company letterhead, affirmatively stating that the plan has been implemented. The operator <br />does not need to submit a SPCC plan to the Division; however, it must be available for <br />review at the facility or the nearest field office during an inspection conducted during normal <br />business hours. In addition, if the containment structures are permanent, such as concrete <br />containment structures, then the cost to remove the structures must be included in the <br />reclamation estimate. <br />7. The Applicant has indicated the topsoil stockpiles will be vegetated with brome grass. Please <br />specify the type of brome grass and application rate (# PLS/acre) to be used on the topsoil <br />stockpile. <br />8. The Applicant has stated the outside perimeter of the pit will be mined at 3H:1 V. Please <br />indicate the grade at which the interior pit walls will be mined. <br />9. According to "Exhibit L -Reclamation Costs", the pit will be mined at a grade of 2H:1 V and <br />finished at 3H:1 V. Please specify which sections of the pit will be mined at 2H:1 V and <br />finished at 3H:1 V.
