Y <br /> July 28,2010 C-1982-057/Seneca II-W Mine DTM <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Two areas affected by significant landslides in the past were held out of the area that the Division approved within <br /> Phase I bond release SL-2. One of these slide areas is the slide complex in the lower 016/016A drainage of the <br /> South Extension area. The slide has impacted a segment of Road"J"in the vicinity of Pond 016 and 016A, as <br /> well as reclaimed slopes to the east of Pond 016A.There was additional movement this spring on the in-slope to <br /> Pond 016A. The slide feature is described in the Division's April 2010 complete inspection report, and site <br /> conditions have not changed appreciably from those described. Significant flow continues to emerge from the <br /> spoil spring within the slide zone,between Pond 016A and the nearby fenced shrub plot. A remediation plan <br /> based on geotechnical and hydrologic evaluation of the slide complex was submitted by SCC within Technical <br /> Revision 73 (TR-73), on August 5, 2010, and is currently under review. <br /> The second slide feature that was held out of the SL-2 proposed approval area is located on the reclaimed"A"Pit <br /> highwall slope, on the NW facing slope southwest of the upper 006 Channel segment. The slope had failed <br /> several years ago and was regraded to a lesser(approximate 30%) slope,by reducing the slope crest elevation. <br /> Parallel cracks and bulging subsequently developed due to renewed slope movement, and the area was again <br /> regraded in the fall of 2009. Cracks and bulging have reappeared this spring, in the same approximate location on <br /> the slope.The primary crack is located approximately midway down the slope, is approximately 125 yards long, <br /> with up to approximately V to 2' of displacement evident. A smaller crack and minor bulging is evident <br /> approximately 30 to 50 feet below, and roughly parallel to the upper crack. The Division has determined that no <br /> immediate remedial action will be required at this time,but that the slope should be visually monitored through the <br /> remainder of 2010 and the spring of 2011. Assessment of the need for further investigation and/or remediation <br /> will be addressed during the 2011 field season. Vegetative cover established on the slide area slopes from <br /> seedings in the fall of 2009 and early spring of 2010 (mix of annual forbs, seedling perennial grasses,and annual <br /> cover crop)has been sufficient to prevent significant erosion,although the"Quickguard"cover crop did not <br /> perform well, and accounts for a relatively low percentage of the cover. Rills that have developed along the eastern <br /> end of the slide zone should be stabilized using minimal disturbance hand crew check structure installations,to <br /> prevent gully formation. <br /> The area of the eastern ridgeline in the former neck pit area of the South Extension has been subject to landslides <br /> and repair work in the past, specifically the corridor along the Ridgeline light use road(LU4),between culvert <br /> PM-12 and PM-10. The slide repair slopes showed no evidence of renewed movement this spring, and remedial <br /> diversion and drainage structures including the PM-4D TRM channel and temporary flex pipe appear to have <br /> functioned well and remain in good condition for the most part. Minor erosion repairs are necessary at the <br /> extreme lower end of the PM-4D channel(see discussion under`Backfilling and Grading", earlier in this report). <br /> Renewed cracking was observed in the Division's April 2010 inspection, within the original permit area, in the <br /> vicinity of a seep location on the slope to the south of the point where 005 Gulch enters Stock Pond T-18. A crack <br /> in this location had been graded over in the summer of 2009,but re-opened in the spring of 2010.This area was <br /> viewed from a distance on July 30,and no additional movement was evident.
