Mr. Jeff Deatherage -August 6, 2010 <br />Page Six <br />Mount Royale Ventures, LLC's prior drilling experience at the site using this water <br />source is reported to have demonstrated the following: <br />- Drilling (on a 10 hours per day basis) generally consumes from 3,600 to 4,800 <br />gallons per day. Notably, this would be a direct offset against the nominal 2 to 5 gpm <br />discharge rate, which is equivalent to about 3,600 gallons (at 2.5 gpm) - effectively <br />terminating the discharge. <br />- Approximately 4X that rate (e.g., 16,000 to 18,000 gpd) is returned to the mine <br />workings via the re-circulation loop. With year-around sustained underground water <br />temperatures of approximately 58°F and the re-circulation action, the drill rig is <br />capable of operations further into the winter season through prolonged avoidance of <br />the adverse effects of freezing. <br />In this manner, the adit discharge can be captured virtually immediately and addressed in <br />such a manner that there would not be a requirement for establishing the minimum-required <br />freeboard within the tailing impoundment (prior to commencing management of the adit <br />discharge). <br />When the minimum freeboard level has been attained, the adit discharge contribution can <br />then be routed to the tailing impoundment, and upon doing such, it would comprise roughly <br />10% of the volume/capacity of the combined spray evaporation and land application <br />operation. Thus, the rate of pond draw-down would not be significantly altered and would <br />continue at roughly the same rate. <br />(2) In Order to Reduce Tailing Pond Water Level to Compliant Status: Provide authorization <br />to AGC to evacuate tailing pond liquid volumes by means of enhanced evaporation in <br />combination with land application. AGC recognizes losses attributable to evaporation may <br />constitute a consumptive use. While the dispersing activity itself would be subject to DRMS <br />approval, the resultant consumptive use factor falls under the purview of DWR. <br />We estimate that approximately 400,000 to 500,000 gallons of water must be removed from <br />the pond to achieve the stipulated minimum non-operational freeboard level. Bringing the <br />water level down further (e.g., to the tailing solids matrix) would require removal of an <br />estimated 1.5 million gallons. <br />AGC envisions conducting the water level reduction effort in the following manner: <br />Equipping the tailings pond with a pump system with a nominal capability of 25 gpm to <br />deliver fluids on a simultaneous and/or independent basis to (i) a singular grid-network of <br />spray evaporators placed over the pond surface and interior to the existing pond liner <br />perimeter limits; and, (ii) a multiple-zone grid-network land application system <br />(anticipated to consist of three discrete and non-contiguous zones) with similarly <br />equipped with spray units.
