Mr. Jeff Deatherage -August 6, 2010 <br />Page Five <br />Proposed Action: <br />Given the foregoing, we request consideration be given to provision of a variance or <br />authorization for AGC to put in place the following work plan components. Aspects of this work <br />plan will be subject to the review and concurrent approval of DRMS. In order to facilitate such, <br />AGC is simultaneously providing both DRMS and DWR with copies of the communications <br />being submitted to each respective Division. Specifically, AGC respectfully requests <br />consideration and approval of the following: <br />(1) In Order to Terminate Non-Permitted Adit Discharge: Provide authorization to AGC to <br />capture adit inflow and establish "dewatered" conditions for the underground workings via <br />interim marginal consumptive use, to be followed by pumping of the (non-permitted) "Cash <br />Mine well", with delivery of water to the aforementioned tailing pond. <br />It is AGC's understanding that the Cash Mine well pump is set at a depth generally <br />consistent with what would be the 7th level workings. Base on anecdotal information from <br />Mount Royale Ventures, LLC and others, it is our understanding that dewatering of the mine <br />(from its historic static level coincident with the 1st Level workings down to below the 4th <br />Level) can be accomplished within 4 to 6 weeks, and it appears that full recovery within the <br />mine (back up to the now existent 3`d level adit) may take on the order of several months. <br />Dewatering to the 7th Level would provide AGC sufficient time to access the underground <br />workings for rehabilitation purposes and time to firm up engineering estimates relative to <br />determining the potential for operating a true zero discharge operation (or conversely, the <br />need for advancing a CDPS permitting process). Regardless, under controlled conditions <br />AGC can determine the actual recovery rate for the mine, thereby increasing the knowledge <br />base with respect to the mine's hydrologic characterization. <br />While dewatering to the 7th level may theoretically be possible within a 4 to 6 week time <br />frame, available capacity within the receiving tailing pond (and any limitations imposed on <br />AGC's proposed spray evaporation and/or land application system) will dictate the speed <br />and/or regularity at which the mine dewatering effort can move forward. <br />• As an interim supplemental measure, and in order to immediately terminate the non- <br />permitted discharge emanating from the underground workings (i.e., eliminate the base- <br />load discharge), AGC would like the option to convey and re-circulate the base-load <br />equivalent to support the upcoming late-summer and fall 2010 exploration program of <br />diamond core drilling. <br />In this application, AGC would deploy two parallel 1-inch diameter PVC lines from the <br />Cash Mine well to the drilling location, with one being a supply line and the other a return <br />line. Water pumped from the Cash Mine well would be used as drilling fluid, with <br />reduction contributions being realized through heat transfer, evaporative, and dispersal <br />loss mechanisms.
