1 Introduction <br />Albert Frei and Sons, Inc. (AFS) is planning to fill approximately 13.8 acres of property <br />owned by the Frei Family and titled the Frei - Henderson Inert Fill. The Frei - Henderson <br />Inert Fill "Site" is located on the southwest corner of Brighton Road and E-470 in <br />Henderson, CO. The Site is owned by members of the Frei family and entities owned by <br />the Frei family and is currently zoned A-1. The Site is part of a former gravel pit <br />previously excavated for sand and gravel. Most of the acreage will likely be disturbed <br />during the process of preparing the Site, installing the base liner, and constructing access <br />roads. Filling the Site with inert fill will provide approximately 14 acres of usable <br />property at an elevation consistent with the surrounding properties. AFS has a history of <br />inert filling operations and has the experience, equipment, and financial condition to <br />complete the project successfully. Site filling is expected to start within one year after <br />approval of Adams County, CDPHE, and other necessary approvals or permits. <br />A Conceptual Review Meeting with Adams County was held to determine County <br />requirements, and this Operations Plan (OP) is being submitted to satisfy County's and <br />the Colorado Department of Public Health and Environment (CDPHE) requirements for <br />inert fill approval. Other County approval requirements have also been initiated, and are <br />being submitted to the County for approvals from the County. <br />This OP includes the relevant information in compliance with portions of the Regulations <br />Pertaining to Solid Waste Disposal Sites and Facilities (6 CCR 1007-2). A preliminary <br />meeting has been held with CDPHE concerning the proposed operation and an <br />acknowledgement that the Site appears suitable for inert fill in compliance with Solid <br />Waste regulations. The following sections of the regulations are addressed in this <br />operations plan: <br />• Property legal description and maps <br />• Surrounding property uses and location restrictions <br />• Material types and sources <br />• Placement methods <br />• Hours of operation <br />• Duration of activities <br />Preparations at the Site have begun. Clearing and re-grading as well as placement of <br />liner materials have started. The filling operations will begin as soon as permissible <br />under the permit.
