determine the leaching potential of metals from the fly ash. AFS has the equipment and <br />experience to blend the materials and place them with the optimum conditions. <br />4.2 Excavation Plan <br />The Site has been mined for sand and gravel. Additional excavation was done in certain <br />areas during the construction activities for the compacted clay liner. The map in <br />Appendix I shows the areas that existed prior to the preparation for liner construction. <br />The cell plans for the lined slopes is shown on the Construction Plan - Slope Liner in <br />Appendix V. <br />The cell preparation and liner construction activities are being done by sub-contractors. <br />A quality control plan is used in the liner construction and will serve as documentation of <br />clay barrier applicability. <br />4.3 Final Grades <br />The final grades shown in Proposed Final Grades map in Appendix IV will be <br />revegetated. The top 18 inches will be soil with less than 5% of concrete or asphalt <br />fragments and include an additional 6 inches of top soil acceptable for revegetation. The <br />final grades are approximately 2% across the site to provide a surface for future <br />development. <br />4.4 Slope Stability <br />Permanent slopes at the fill area will be no steeper than 3:1. Stockpiled materials and/or <br />other materials being received may have steeper slopes but are temporary. <br />4.5 Reclamation Plan <br />The mining of the Site was done under the DRMS (formerly DMG) permit #M-1977-526. <br />The reclamation plan describes the future reclamation of the property. This permit <br />application will allow the reclamation of the site into usable property by filling the Site <br />with inert fill, which is consistent with the mining reclamation plan. <br />4.6 Site Geology <br />The Site's geology and hydrogeology was evaluated for the sand and gravel mining <br />operations. The excerpt on the Site's geology and hydrogeology from the mining permit <br />is shown in Appendix III. The excerpt describes the geology as the Post-Piney Creek <br />Alluvium and the Louviers Alluvium which was both mined for the sand and gravel. The <br />Denver Arapahoe formation is approximately 31 to 33 feet below grade at the site and is <br />considered bedrock in this area.
