Pineda <br />Director <br />The Division of Reclamation, Mining and Safety (Division) has completed its review of your <br />proposed groundwater underdrain systems and conducted a financial warranty estimate based <br />on the response to the first adequacy review and the pre-operation inspection. Items from the <br />second adequacy review remain to be addressed, and the items discussed below will need to <br />addressed prior to the Divisions approval of the amendment application. The decision date for <br />the amendment application is August 15th, 2010. Please be advised that if you are unable to <br />satisfactorily address any concerns identified in these reviews before the decision date, it will be <br />your responsibility to request an extension of the review period. If there are outstanding <br />issues that have not been adequately addressed prior to the end of the review period, and no <br />extension has been requested, the Division will deny this application. <br />6.4.7 EXHIBIT G - Water information <br />1.) It appears the applicant is relying on a ditch south of Cell A and west of the southern portion <br />of the Western Mutual Ditch to alleviate groundwater mounding at the southern end of the site. <br />Please indicate if the ditch is lined, or if it is permeable to accommodate groundwater <br />interception. During the pre-operation inspection, it appeared the ditch was lined with <br />concrete. If the ditch is lined, and/or it needs to be improved to function as a groundwater <br />drain, please provide plans and specifications of these improvements. The applicant must <br />demonstrate those improvements will allow the ditch to alleviate groundwater mounding. Or, <br />they must demonstrate the ditch currently has the capacity and design to alleviate groundwater <br />mounding. <br />2.) If the southern ditch is unlined, it may be prone to erosion if the flow rates exceed the <br />carrying capacity of the ditch. The applicant should submit documentation to the Division for <br />review as to the proposed maximum flow rate of the ditch and specifications as to how much <br />water the ditch can carry without experiencing erosion.
