The operator did incorporate use of the green manure practice <br />for irrigated cropland. <br />43A. The Division requested certain modifications to the topsoil stripping narrative, including request <br />to address how lenses of competent sandstone within Lift B soil and Bench 1 overburden zones <br />would be handled, so as to minimize incorporation of rock fragments in the replaced soil and <br />surface spoil. WFC provided a very general reference to permit sections where this issue was <br />addressed. The Division was unable to locate narrative description of how sandstone lenses <br />within the Lift B soil or Bench 1 overburden zones would be handled. Please amend the <br />narrative as warranted to address the handling of sandstone lenses and/or specify the particular <br />amended subsections where the issue is addressed. <br />43B. Based on recent inspection observations and limited sampling conducted by the Division, it has <br />been noted that the lower portion of the Bench 1 overburden is dominated by thinly bedded, <br />friable shale or claystone dominated deposits. When excavated, the material obtained contains a <br />significant component of coarse material (primarily gravel size). What operational measures are <br />employed so that material obtained from lower Bench 1 overburden is sufficiently mixed or <br />otherwise handled to ensure that Bench 1 subsoil substitute or surface spoil does not contain <br />excess coarse fragments? <br />43C. Amended Subsection 10.0 of Section 2.05.4(2)(d) is titled General Topsoil Handling & <br />Placement Procedures After February 2008. Narrative within the referenced subsection and <br />subsequent subsections of 2.05.4(2)(d) lacks necessary detail regarding topsoil and subsoil <br />replacement methods and equipment. Rule 4.06.4(2)(a) and (b) require that topsoil and other <br />materials be redistributed in a manner that achieves an approximate uniform thickness, and <br />prevents excess compaction. Rule 2.06.6, for prime farmlands, specifically requires that the soil <br />replacement plan address the proposed method and type of equipment to be used for removal, <br />storage, and replacement of the soil in accordance with Rule 4.25. Rule 4.25.4 contains specific <br />provisions that require replacement of soil horizons or other suitable soil material in a manner <br />that avoids excessive compaction, and achieves specified replacement thicknesses. <br />Please amend Subsection 10.0 to specifically address the above requirements. Provide detail <br />regarding equipment used in replacement operations and measures taken to avoid excess <br />compaction during replacement, including provision that soils would not be replaced if <br />saturated. In addition, provide details regarding staking or other measures used in the field to <br />ensure that approximate uniform thicknesses in compliance with the approved plan are achieved <br />for Bench 1 subsoil substitute, Lift B topsoil, Lift A topsoil, and mixed lift topsoil. Please <br />reference the specific measures addressed in Subsection 10.0 in subsequent subsections of <br />2.05.4(2)(d), as appropriate, in order to avoid inconsistencies associated with discussion of such <br />details in multiple narrative sections. <br />Rule 2.05.4(2)(e) Revegetation <br />44A.
