Resolved. <br />41. The Division requested clarification/consistency with respect to acreage references to the area <br />of 98A prime farmland soil on the WFC property. Maps and narrative in various sections of the <br />application now appear to be consistent regarding acreage of the 98A unit within the permit <br />boundary (4.76 acres), and total area of disturbance within the unit (3.96 acres), with the <br />exception of a reference to 4.64 acres of the map unit in amended Subsection 12.2 of Section <br />2.05.4(2)(d). Please revise this reference for consistency. <br />42. In this item, the Division requested comprehensive plans for soil and seedbed preparation. The <br />requested plans were provided separately for irrigated cropland, irrigated pastureland, and <br />dryland pasture, in Subsections 13.1, 13.2, and 13.3, respectively, of Section 2.05.4(2)(d). The <br />plans appear to be thorough and appropriate, although we have a few requests for additional <br />detail and several editorial type comments. <br />a. In Subsection 13.1 Item 1, please clarify that the heavy traffic areas to be cross-ripped to a <br />4'depth prior to topsoiling, will include the Bench 1 surface spoil beneath the footprints of <br />topsoil, subsoil, and spoil stockpiles. <br />b. In Subsection 13.2 Item 1, and Subsection 13.b, Item 1, please clarify that Bench 1 surface <br />spoil beneath the footprints of topsoil, subsoil, and spoil stockpiles would be ripped prior to <br />spreading of topsoil to the required thickness. <br />c. In subsections 13.1 and 13.2, Item 5, "chisel plowing and disking" would appear to be <br />appropriate, rather than "chisel plowing and/or disking", since the practices accomplish <br />somewhat different objectives, and disking would not relieve compaction. <br />d. In 13.1, 13.2, and 13.3a, Item 5, "toughened" in the 2nd sentence should be "roughened". <br />e. In Item 4 of 13. 1, the crop type reference for fertility testing should specify irrigated alfalfa. <br />In Item 4 of 13.2, the referenced seedmix should be "grass/alfalfa mix", rather than "grass <br />mix". <br />f. In Item 6 of 13.1 and 13.2, the first sentence reference in parenthesis "(For sideroll irrigated <br />areas)" should presumably be "(For sideroll and flood irrigated areas)". The reference to <br />"plow" should presumably be "tractor". <br />g. In Item Ei of 13.3a, the final sentence reference to tillage in early spring prior to irrigation <br />season would seem to be not appropriate, since the subject dryland pasture areas would not <br />be irrigated during the liability period. Presumably, the tillage would be done immediately <br />prior to seeding. <br />h. In Item 7 of 13.1, 13.2, and 13.3a, fertilizer of "designed" type should presumably be <br />fertilizer of "designated" type. <br />42A. Resolved. In this item, the Division requested WFC to prepare separate soil and seedbed <br />preparation subsections for each distinct pastureland or crop type, and the narrative was <br />amended as .requested. <br />43. Resolved. In this item, the Division requested WFC to address use of "green manure" for soil <br />enhancement as a component of the revegetation plan for irrigated cropland and as an optional
