Please address this item. <br />c. Resolved. <br />a. The Division requested that the horizontal scale of the cross sections be adjusted from F'= <br />350' to 1" = 400'. This change has not been made. Please adjust the horizontal scale of the <br />cross sections to be 1" = 400', consistent with the scale used in the Plan View and on the <br />majority of the maps in the permit. <br />b. Resolved. <br />Rule 2.05.3(5) Topsoil Removal and Storage; Rule 2.05.4(2)(d) Reclamation Plan for Removal, <br />Storage and Redistribution of Topsoil and Subsoil <br />39A. a. Topsoil availability and redistribution for the Morgan property has been reviewed and <br />revised in response to the Division's request. New Map 2.05.4-6 has been provided, which <br />details the topsoil availability (already distributed, stockpiled, and yet to be disturbed) and <br />proposed redistribution thicknesses (for Zones 1, 2, 3 and 4) for the Morgan property. The <br />Division. finds the overall layout of the information presented on Map 2.05.4-6 to be <br />extremely useful. Items requiring further attention are listed below: <br />i. A note beneath Table A states that any Lift A & B in excess of the thicknesses shown <br />will be salvaged. Based on recent field observations, the "excess" Lift A and B may <br />amount to a substantial quantity of topsoil resource. Please revise the note to include a <br />description of where and in which Zone, any excess topsoil will be distributed. <br />ii. Table B summarizes the topsoil volumes available on the Morgan property, assuming <br />100% recovery. Table C presents the calculations used to determine the volume of the <br />various topsoil types required for each reclamation Zone, using the thicknesses shown <br />on the plan view. It is expected, based on language included in Section 2.04.9, that a <br />93% recovery rate (7% handling loss) will be assumed. A review of the volumes <br />presented in Table C indicates a 6.2% loss has been used for the "Mixed" topsoil <br />[(34,472 + 22,135 + 93,702) / 160,176]; the loss for Lift A is 2.5% (175,304 / 177,930); <br />and the loss for Lift B is 3% [(140,554 + 241,044) / 393,629]. Please review the <br />thicknesses, areas and volumes proposed for redistribution, in consideration of the <br />anticipated 7% handling loss and revise, as appropriate. In addition, please include <br />explanatory language regarding the assumed soil losses. <br />iii. In the plan view portion of Map 2.05.4-6, thicknesses and types of subsoil and topsoil <br />are provided for each of the four Zones. Each thickness dimension given is labeled as <br />"AVG". Please provide a "minimum" thickness for each type, as well.
