July 14, 20 10 C-1996-083/13owie No. 2 Mine JJD <br />The operator was reworking the east side of gob pile no. 2, steepening the outslope from 51-1:1V to 3H:1 V <br />on the second lift. The gob pile outslope appeared to be stable. There were no signs of slumping or erosional <br />gullying of the gob pile outslope. There was no activity at gob pile no. 3, where no gob has been placed yet. The <br />collection ditch on the downgradient side of the site had sufficient capacity. <br />ROADS - Rule 4.0311 ? Construction 4.03.l(3)/4.03.2(3)0 ? Drainage 4.03.l(4)/4.03.2(4)0 [1 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)[1 ?Reclamation 4.03.1(7)/4.03.2(7): <br />The paved haul road was in good condition, although the highest curve has not been repaved yet after that <br />section had been realigned. The guard rail was up. The dirt access road leading up to the utility bench was in good <br />condition. The road berm was in place. The gob pile haul road was dry and in good condition as well. The roadside <br />berm and ditch were in place. <br />REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing: <br />The bench outslopes had a good stand of vegetation. Due to this vegetative cover, the bench outslopes did <br />not exhibit signs of erosional gullying. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were problems with any of the mine facilities. Material storage areas were well organized. There <br />were no fuel leaks at the fuel facility. <br />SIGNS AND MARKERS - Rule 4.02: <br />The mine identification sign was up at the main entrance. The required information was on the sign. <br />Surface disturbance markers were up around the disturbed areas. The markers are white pvc pipe slipped over t- <br />posts. <br />TOPSOIL - Rule 4.06[1 []Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4:: <br />There was a good vegetative cover on the topsoil stockpile at the main mine site. The vegetation on the <br />south side of the pile is starting to turn brown. Topsoil signs were up. The gob pile no. 2 topsoil stockpile also had <br />a good vegetative cover and the topsoil sign was up. At gob pile no. 3, the topsoil stockpile had a good vegetative <br />cover. The topsoil sign was up on this pile as well.
