There were no observations of fugitive coal dust being a problem or <br />going offsite. <br />BACKFILL and GRADING - Rule 4.140 0Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic <br />Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The cut and fill slopes of the various mine benches were stable. There was no evidence of cracking or <br />slumping at any of the outslopes. <br />HYDROLOGIC BALANCE - Rule 4.05 0 0 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage - Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6), 4.05.9; Stream Buffer Zones 4.05.18: <br />There was only a little standing water in pond B. The float and hose were attached to the primary <br />discharge pipe inlet. There was no discharge from the pond. The pond inslopes were stable, as was the pond <br />embankment. The culverts and ditches leading into pond B were functional. The hose and float were also on the <br />primary discharge pipe at pond C. The water level in pond C was at the discharge level of the pipe but the gated <br />valve was closed. Pond D was dry. The embankment of pond D was stable and the primary and emergency <br />discharge structures were functional. There was a little water in pond F. The primary discharge pump was in place <br />and the float and hose; were on the primary discharge pipe inlet.
