being designated as prime farmland. As of February, 2008 only 2.06 acres have been partially
disturbed for the pond construction. All of the material excavated from this area is Lift A and B
mixed material and has been stockpiled in Stockpiles 3 and 4. The average stripping depth is
less than 6.0 feet since the pond has mild slopes and not all of the area was fully excavated. All
topsoil excavated from this area will be fully replaced in the same area. If any additional area is
disturbed, it will be excavated in two separate lifts which will be stockpiled separately. Table
2.05.4(2)(d)-3 shows that 14,731 cy were excavated from this area, which is also not the full
amount of Lift A and lift B present. No more excavation will occur in the pond area, therefore, if
this material is replaced in the area it was removed, the prime farmland soil handling
requirements will have been met. The two stockpiles will need to be moved prior to reclamation
of Pond 13. The piles will be moved to the backfilled area of the pit near the pond, as mining
approaches. The soil will not be mixed with any other soil from the mining area.
Non-Prime Farmland - These lands include all lands north of BB Road and west of 2700 Road
except for the 4.68 acres of prime farmland previously described. An existing area of 55.93
acres on the Benson property has already been backfilled and topsoiled as of February, 2008.
The replacement thicknesses for this area are 10" to 22" of Lift A material (average of 18")
over approximate 30" of Bench 1 suitable subsoil. For the remaining areas north of BB Road
and west of 2700 Road on the Lloyd and Benson properties, the replacement thicknesses for
this area are 14" to 20" of mixed Lift A&B material over approximate 30" of Bench 1 suitable
subsoil. This material will be tested as previously described to verify subsoil suitability. The
WFC property will have 12" to 20" mixed Lift A&B material over approximately 24"-38" of Bench
1 suitable subsoil. The total thickness of the two zones on the WFC property must be greater
than 3.5 feet. In order to achieve a 4.0 feet total medium on the Lloyd property, some Mixed Lift
A&B as well as suitable Bench 1 material must be moved from the WFC property to Lloyd.
Once subsoil has been placed and graded, it will be ripped to at least 24 inches below grade
before the mixed Lift A & B topsoil placement. Map 2.05.4-4 shows these areas with the
calculated acreages and replacement thicknesses.
This replacement plan would allow irrigated pasture on the Lloyd property if it is agreed upon
that a portion of that property would be put back to irrigated pasture.
(Revised July 2008) 2.05.4(2)(d)-33
