proposed groundwater drain, and does not address the erosion control structures. Your <br />response indicates several types of erosion control structures will be used along the edge of the <br />floodway. Please submit an Erosion Control Plan indicating when the various types of erosion <br />control structures will be utilized, and the specifications of these structures. <br />S.) The current approved reclamation plan calls for fertilizing the re-vegetation areas. Does the <br />operator intend on following the current approved fertilizer plan? <br />6.) You indicated the slurry wall will be keyed into the bedrock at a minimum depth of four feet. <br />However, the Dam Typical cross-sections indicate the slurry wall will be keyed three feet into <br />the bedrock at a minimum. Please revise the map to indicate a four foot minimum key depth. <br />7.)During the pre-operation inspection, it was noted a significant noxious weed infestation has <br />occurred throughout the permit area. As part of the reclamation plan a detailed weed <br />monitoring and mitigation plan will need to be submitted. Please provide the following <br />information: <br />a.) A list of potential species of invasive weeds that may occur on the site (Russian Olive, <br />Tamarisk, Scotch Thistle, Canada Thistle, Knapweed, Leafy Spurge...etc.). <br />b.) A description of the various control measures that will be employed for the weed <br />species such as mechanical, chemical, biological control or a combination of the these <br />methods. <br />c.) Submit a monitoring plan that describes how often the operator will monitor the site <br />for noxious weeds (monthly, bi-monthly etc.) and what action will occur if noxious <br />weeds are observed. <br />d.) A post treatment monitoring plan to determine control effectiveness. <br />e.) A commitment that the weed control plan will be implemented for the life of the <br />permit. <br />6.4.7 EXHIBIT G - Water Information <br />Ground Water Monitoring and Mitigation Plan Review: <br />8.) The groundwater monitoring plan indicates there is an existing surface drainage ditch on the <br />south side of the site that transports groundwater to the South Platte River. Who is the owner <br />of this ditch? It appears a portion of this ditch is within the overburden stripping area. Will this <br />ditch be disturbed by overburden stripping? If so, will this ditch be relocated/replaced in order <br />for it to continue to transport groundwater? <br />9.) The applicant proposes a two layered groundwater monitoring plan based on the installation <br />of the slurry walls. What baseline data will be used to determine if the groundwater elevations <br />have been impacted by the proposed mining and reclamation plan? Please submit this baseline <br />data, or commit to installing the proposed groundwater monitoring wells and collecting baseline <br />groundwater elevation data for each monitoring well prior to the installation of the slurry walls.
