Pineda <br />Director <br />TO: Joe Dudash <br />�n <br />FROM: Mike Boulay fog <br />DATE: July 6, 2010 <br />SUBJECT: Bowie No. 2 Mine, Permit No. C -96 -083, Permit Revision No. 12 (PR -12) <br />I have reviewed Bowie Resources, LLC's (BRL's) responses to our adequacy questions for PR -12. <br />My original comments correspond to items 16, 17, 18, 20, 21, 37, and 51. I have the following <br />remaining comments with regard to items 17 and 51. All other responses are acceptable. <br />17. It appears that Map 11 is incorrectly referenced on page 2.04 -37. Under the last paragraph <br />13RL references Map 11 as showing the upper perched water bearing zone being <br />discontinuous. This appears to be incorrect since Map 11 shows the lower perched water <br />zone not the upper perched water zone. Please check this reference to Map 11 and revise <br />page 2.04 -37, if appropriate. <br />51. BRL has not provided an adequate response. There are still no wells included in the <br />hydrologic monitoring plan that would be used to assess groundwater impacts associated <br />with the West Mine Expansion. BRL must first provide adequate baseline groundwater <br />data which include the monitoring well identification and completion information and <br />seasonal quantity and duality data. Secondly, BRL shall identify existing wells or if <br />necessary propose new monitoring wells to be included in the hydrologic monitoring plan.. <br />The monitoring plan should be designed to assess potential impacts to the hydrologic <br />balance down gradient from the area proposed for new disturbance with the expansion <br />project.
