III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Roadside Portals Mine conducted on June 22, 2010 by Mike <br /> Boulay of the Division of Reclamation, Mining and Safety Grand Junction Field Office. Tonya <br /> Hammond of Snowcap Coal Company(SCC) was present during the entire inspection. Weather <br /> conditions were sunny and cool. Ground conditions were dry. <br /> Availability of Records <br /> The availability of records was checked on the afternoon of 6/22. All required records were on file and <br /> available for review at J.E. Stover&Associates offices. No problems were noted with the records <br /> review. Tonya Hammond does an excellent job at maintaining and updating the records file. The <br /> records are organized and easily accessible. See the attached Availability of Records checklist. <br /> Roads <br /> Roads were dry and in good condition. Road ditches and road culverts were generally well maintained <br /> throughout the various mine site locations and support facility areas. All areas of the site were <br /> accessible. <br /> Hydrologic Balance <br /> All site Sedimentation Ponds including 6, 7, 8, 9, 10, 11, 13 and Unit Train Loadout (UTL) Ponds No. <br /> 1 and No. 2. All ponds were dry. Pond embankments, inlets and discharge structures were all stable <br /> and no problems were noted at any of the sediment pond locations. Drainage and diversion ditches <br /> were stable and dray. <br /> In 2009 the DRMS approved the removal of numerous silt fences located at the 2-West Portals, <br /> substation and South Fan sites, Substation B, and the North Decline reclaimed area. The locations <br /> where silt fences have been removed remain stable with no erosion or other problems noted. <br /> Vegetative cover is relatively sparse at the portal sites, but the other locations where silt fences were <br /> removed exhibit a fairly good stand of grasses and shrubs. The 2W Portal Substation-East is shown in <br /> Photograph No.I at the end of this inspection report. All of these locations are stable and well <br /> maintained. <br /> The UTL 1 and 2 :Ponds were recently reclaimed as part of the approved post mine land use for the <br /> Halliburton sand storage facility at the UTL Loop area. Last month these ponds were initially <br /> inspected following reclamation(see Inspection Report dated 5/19/10). DRMS recommended that <br /> additional fill be placed at the UTL 2 Pond. Some minor additional dirt work was necessary to reshape <br /> the east side of the;backfill to lengthen the slope and make a smoother transition to the natural terrain. <br />
