2 <br />UTM, the operator will need to specify North American Datum (NAD) 1927, NAD 1983, or WGS 84, and <br />the applicable zone, measured in meters. Please indicate the main entrance on the Vick Sand Pit 2 <br />Location Map. <br />6. Rule 6.3.1(3) requires a Location Map showing information sufficient to determine the location of the <br />affected land on the ground and existing and proposed roads or access routes to be used in connection <br />with the mining operation. Names of all immediately adjacent surface owners of record shall also be <br />shown. The operation location map shall be a standard 1:24,000 scale U.S. Geological Survey map. The <br />location of the proposed operation shall be shown and labeled with the mine site name. Please revise <br />the Location Map to include the location of proposed roads or access routes to be used in connection <br />with the mining operation, names of all immediately adjacent surface owners of record and label the <br />mine site name. <br />7. Please label and resubmit the Vick Borrow Pit Location Map as Exhibit A. <br />6.3.2 Exhibit B - Site Description <br />8. The description of vegetation and soil characteristics provided by the Applicant are not compliant with <br />the performance standard requirements of Rule 3. Please provide a description of the vegetation and <br />soil characteristics in the area of the proposed operation. The local office of the Soil Conservation <br />Service (SCS) may provide you with this information as well as recommendations for Exhibit D - <br />Reclamation Plan. The applicant may want to utilize the soil survey information available at <br />http://websoiIsurvey.nres.usda.gov/app/HomePage.htm. <br />6.3.5 Exhibit E - Map <br />In addition to the requirements of 6.2.1(2), the Operator/Applicant must provide a map that clearly describes <br />the features associated with the mining plan and the components of the Reclamation Plan. Include one map <br />for the mine plan and one map for the Reclamation Plan. The map(s) must be drawn to a scale no smaller than <br />appropriate to clearly show all elements that are required to be delineated by the Act and these Rules; show a <br />north arrow, note any section corners adjacent to the proposed operation, and indicate the date illustrated. <br />9. The Division did not receive a Reclamation Plan Map from the Applicant. Please proved a Reclamation <br />Plan Map with the following information: <br />(a) show the gradient of all reclaimed slopes (horizontal:vertical) sufficient to describe the post <br />mine topography; <br />(b) indicate where vegetation will not be established and the general area(s) for shrub or tree <br />planting; <br />(c) if ponds are a part of the Reclamation Plan, outline the final shore configuration of the ponds <br />and shallow areas if the future land use is for wildlife; <br />(d) state the average thickness of replaced overburden by reclamation area or phase; and <br />(e) state the average thickness of replaced topsoil by reclamation area or phase.
