Excellent Sohn - The Division is committed to the expeditious removal of uranium from Ralston
Creek and 3s supportive of all measures and actions that accomplish such. Therefore, the
Division acknowledges that by 3uly 3 Zelo it will provide interim authorization of the
proposed treatment and discharge (as described below and in your attachment from Whetstone
Associates), through an enforcer*ot process associated with Notice of Violation/Cease and
Desist order, Number 30-100691-1.
Such authorization will be term limited and will terminate upon notice or issuance of the
developing Colorado Discharge Permit System permit.
it should be anticipated that the interim authorization will include a uranium limit of 39
ug/L and interim limits foe other applicable parameters (comparable with the current permit)
that are determined to be protective of the beneficial use classification and stream
standards associated with Ralston creek. Monitoring and reporting requirements will also be
comparable to the current permit.
Please take note that an approved license will also be necessary from the Department's
Hazardous Katerials and Waste Management Division (Radiation Program) and you should consult
independently with the Department of Natural Resources, Division of Reclamation Mining and
Safety for any requirements or needed approval from their agency.

Cotter Corporation has received a limited-time offer to install an interim measure from water
Remediation Technology, LLC (kRT). for this reason, Cotter is seeking approval from the
Water Quality Control Division of this measure in advance of submitting a detailed written
plan and expedited time schedule for tAe implementation of interim measures pursuant to
Paragraph 27 of the Notice of Violation/Cease and Desist Order, Number 10-190601-1 (*Order").
