7 <br /> <br />Drilling operations associated with the MDP are expected in the project area for approximately 5 years. When the natural <br />gas reservoir is depleted and wells are no longer capable of producing in economic quantities, each well would be plugged <br />and abandoned under applicable BLM and State plugging rules. The Operator would reclaim well sites and designated roads <br />consistent with a reclamation plan approved by the FS. <br />Decision Framework <br />The Forest Service Responsible Official will decide whether to approve the MSUPO, or approve it with conditions (i.e. <br />Conditions of Approval (COAs)) needed for use of the surface during exploration drilling and potential production activities. <br />Specific components of the decision include: <br />1. Approving surface use on the applicable federal oil and gas leases and identifying any conditions of approval at <br />four well locations; <br />2. Approving the proposed new access and co-located gas gathering line road locations; <br />3. Approving GEC's use of existing Forest roads; <br />4. Approving gas transmission pipeline location. <br />Under certain specific circumstances, the Forest Service may choose not to approve the proposed activities at the specific <br />locations proposed. <br />Comment Period <br />The proposal is being released for the 30-day public comment period according to 36 CFR 215.5. The opportunity to <br />comment on the proposal ends 30 days following the date of publication of the legal notice in The Daily Sentinel. The Forest <br />Service Responsible Official is Charlie Richmond, GMUG Forest Supervisor. Comments may be submitted in hard copy <br />through the mail, fax, delivered by hand, or e-mailed. Mail comments to: Paonia Ranger District, ATTN: Gunnison Energy <br />MDP, P.O. Box 1030, Paonia, Colorado 81428. Fax comments to (970) 527-4151. Hand delivered written comments will be <br />accepted at the Paonia Ranger District Office, 403 N. Rio Grande Ave., Paonia, Colorado, between the hours of 8:00 a.m. <br />and 4:30 p.m., Monday-Friday, except for federal holidays. Electronic comments will be accepted, and must be submitted as <br />an IBM compatible format (e.g. *.doc, *.txt, *.rtf), of PDF. Electronic comments should be sent to: <br />comments-rocky-mountain-gmug-paonia@fs.fed.us. <br />For electronically mailed comments, the sender should normally receive an automated electronic acknowledgement from <br />the agency as confirmation of receipt. If the sender does not receive an automated acknowledgement of the receipt of <br />comments, it is the sender's responsibility to ensure timely receipt by other means. <br />Only those who submit timely and substantive comments will be accepted as appellants.
