inclinometers will be located near piezometers PZ -3, PZ -5, and PZ8. The inclinometers will be <br />extended at least 10 ft into bedrock. 0 <br />The mirrors will be located along the centerline of the pile alignment as shown on Figure C -1. The <br />movement of the mirrors will be monitored from a total station /bench mark set on firm ground (not <br />usually susceptible to movement). Mirrors will be installed after soil cover has been placed. <br />The inclinometers will be installed as construction of the refuse fill (including soil cover) proceeds <br />and read quarterly for the first five years. The mirrors will also be installed as construction of the <br />refuse fill (including soil cover) proceeds and read quarterly for the first five years and twice a year <br />thereafter. <br />Geotechnical Properties of RPE East Refuse Material <br />The properties of the coal refuse to be placed in the RPE East were assumed to be similar to or better <br />than refuse in the Lower Refuse Pile (LRP). As a result, geotechnical testing will be needed on <br />refuse material once the Coal Preparation Plant (CPP) operations start to verify this assumption. The <br />geotechnical testing program will include the following: <br />• Moisture content (10 tests each event, ASTM D- 2216)* <br />• Grain size with hydrometer (10 analyses each event, ASTM D -422)* <br />• Atterberg limits (10 analyses each event, ASTM D -4318 )* <br />• Specific gravity (3 analyses each event, ASTM D -854)* <br />• Unit weight (10 tests each event)* <br />• Shear Strength, laboratory and in -situ (5 tests each event.
