With this information, a determination of likelihood
for onsite presence was made based on known habitats, substrates, and elevations within the project
site and surrounding vicinity.
6.1.1 Plants
Only federally - listed plant species occurring in the State of Colorado were considered in the
evaluation. State rankings for plants are designated by Colorado State University's Natural Heritage
Program. The larger purpose for the state - ranking system appears to be managerial in nature, rather
than regulatory, and can serve to help agencies such as the Bureau of Land Management in resource
management planning. The state - ranking for federally - listed plants has been provided in the results
as ancillary information. Not considered in this analyses were other established ranking systems, i.e.
the IUCN Red List, Bureau of Land Management's and U.S. Forest Service's lists of sensitive
species.
Because of the inherent difficulty in comprehensively locating, surveying, and mapping plant
populations, the evaluation was somewhat flexible regarding the absence of documented species
PAMpls \06 CO\26 \06261003 MCC Refuse Pile Site Review & Permit \WorkFiles\Permit Application \Text \2010- 04- 19_RPE East Permit Application.doc24
