Reclamation Reporting
The Annual Reclamation Report will be submitted by March 30'' of each year and will
report those items required by 2.04.13(1). Additionally, the following information will be
included:
• Annual herbicide applications and weed and pest control measures
• Summary report on livestock grazing management, pasture use, estimated AUMs and
forage utilization on reclaimed lands
• Results of sediment pond surveys (when conducted)
Revegetation Monitoring
Even though the Seneca H permit area has been significantly reduced in size, the initial
Bond Release Block (BRB) approach for determining reclamation success /adequacy is still
appropriate; however the sampling intensity will be revised to meet adequacy. The
currently approved plan is found in Tab 13, Appendix 13 -13, Vegetation Evaluation
Procedures for Testing Reclamation Adequacy for Phase III Bond Release.
Approximately 3.1 acres were seeded in year 2002 and 55.7 acres were seeded in 2003,
with remaining 207.9 seeded prior to 2000. See Map 2.05 M2, Revegetation Chronology,
for seeding locations by year.
The following summarizes the criteria for determining revegetation success for Phase III
0 bond release.

Revegetation success will be determined based on the results of revegetation monitoring in
accordance with the applicable Sections of 4.15.7, Determining Revegetation Success —
General Requirements and Standards, 4.15.8, Revegetation Success Criteria, 4.15.9,
Revegetation Success Criteria: Cropland, 4.15.10, Revegetation Success Criteria:
Previously Mined Lands; Areas to be Developed for Industrial or Residential Use, and
4.15.11, Revegetation Sampling Methods and Statistical Demonstrations for Revegetation
Success.
At the time of revegetation success evaluations and periodically during monitoring,
quantitative vegetation data will be collected from the sagebrush grassland reference area
established for the Seneca II mine. This reference area was established to represent the
native sagebrush grassland communities in and around the Seneca II Mine.
Revegetation monitoring for the Seneca II reclaimed area will occur in the third or fourth,
ninth, and tenth year following permanent seeding and unless sampling is to statistical
adequacy will not be used for revegetation success statistical evaluations but may be
provided to support revegetation success discussions. Revegetation success will comply
with Section 4.15.11 and will be evaluated based on the parameters of cover, production,
diversity, and woody plant density by comparing statistically adequate quantitative data
from the reclaimed area and vegetation reference area or approved technical standards.
