3. Detailed analysis of all permanent manmade structures within 500 feet (refer to Figure
S-1 for letter designations, which may refer to several related or adjacent structures):
Structure Description/notes Owner
A. Mobile Home Noland Inc. owns the mobile home site at the south end Landowner
of the permit area, and within 200 feet of the access (Noland, Inc.)
road corridor, and currently leases it to Mario
Hernandez. Neither the mobile home nor its
outbuildings are permanent structures.
Evaluation Mining and traffic associated with mining have been conducted within 200
feet of the mobile home and outbuildings for at least eight years, and there
has been no hazards related to earth movement or erosion related to the
mining and traffic which is identifiable. Based on this and the fact that the
mobile home and outbuildings are not permanent structures, no significant
negative impact to permanent manmade structures are expected.
Conclusion and Landowner (operator) have signed a damage and compensation
recommendations agreement which covers features related to the mobile home site (road,
fencing, on-site sewage disposal system). Impact on site is similar to impact
from traffic on state highway; no further action recommended.
Structure Description/notes Owner
B. Access Roads Various access roads and trails, including the Noland, Inc.
"extension" of County Road H, are located on and
within 200 feet of affected areas as shown on 5-1.
Evaluation Roads and trails are gravel, with various features (bar and drainage
ditches, check dams, culverts). Roads and trails are maintained by
landowner/operator and are repaired and maintained as necessary based
on traffic and other impacts. Features are identified as part of reclamation
of the site per Exhibit F, and are included in surface water management
plans. No special features noted. Subgrade conditions appear to be
adequate; additional drainage features will be added as part of mining
and/or reclamation activities. No negative impact beyond normal wear
and tear is expected.
Conclusion and Little or no negative impact expected. Landowners have signed a damage
recommendations and compensation agreement which covers these structures. No further
action recommended.
Structure Description/notes Owner
C. Ponds, fences, The site, including areas both inside, within 200 feet of, Noland, Inc.
irrigation systems, and more than 200 feet of affected areas, has various
drainage systems permanent structures which are owned by Noland In.c
Evaluation The internal fencing, irrigation, and drainage systems are considered
temporary and replaceable by the owners. Ponds, including
impoundments, drainage structures, and related features, are designed
and maintained to allow for use and impact by mining activities.
