the life of the pit. Therefore, the time to meet reclamation standards will vary.
Backfilling, grading, and placement of soil should be accomplished as shown on
Map F-2, in blocks ranging from 1.8 to 13.8 acres, with the time between
completion of excavation of an area to revegetation (seeding) varying from one
to eight years, or up to ten years from now for currently unreclaimed land. Once
final grading and placement of soil is done, seeding will follow as soon as
possible based on recommendations, seasons, and weather conditions (See
Exhibit J).
Refuse and acid-forming or toxic producing materials (3.1.5(5))
There is no reason to believe that toxic or acid-forming, or toxic producing
materials are found (in material being mined) or will be brought on site. Therefore
no special action is necessary to prevent leaching, protect the drainage system,
or prevent unauthorized release of pollutants to surface water or groundwater,
beyond that necessary for erosion control and prevention and control of spills
and leaks from vehicles and equipment. Normal municipal solid waste
generated during operations will be hauled off-site for disposal, and will not be
buried or burned on-site. Due to concerns over potential constituents of Mancos
shale and potential for release of those constituents by exposure or erosion, care
shall be taken to avoid channel or sheet flow across bare shale slopes or floor, to
minimize use of bare shale as pond bottoms or channel bottoms, and to prevent
or minimize surface discharge of storm water runoff, in accordance with
Colorado water law. See also discussion of beneficial use of recycled materials
above.
Holes, etc. (3.1.5(6))
There are no drill holes, auger holes, adits or shafts to reclaim.
Maximum slopes (3.1.5(7))
As previously approved, for most areas on the perimeter of the mined areas,
slopes of 2H:1 V or less, as proposed, are compatible with surrounding conditions
and land use and maximize grazing land use by livestock. Where this operation
daylights to the adjoining Mud Creek Pit, the slope shall be limited to 6H:1 V or less
for the ridge along the property line used to control drainage. For purposes of
drainage control and construction, maintenance, and protection of roads and
other permanent features, some slopes of very limited height (under six feet) may
be as steep as 1:1 for limited lengths (less than 100 feet). Maximum slopes for
ponds will be limited to 3H:1 V or less from 5 feet aboe to 10 feet below the
expected water line.
Use of farm equipment (3.1.5(8))
As discussed, use of 2H:1 V slopes on the edges of the affected area is intended
to maximize the land area which can be irrigated and cultivated; therefore,
these slopes are not intended to be accessible by farm equipment, but ramps
(one or more) will be constructed at slopes of approximately 4H:1 V or flatter to
Exhibits for 112(c) AM-02 Application -M-1994-108-2010- Page 21
