Please adjust the horizontal scale of the cross sections to be I"= 400', consistent with the <br />scale used in the Plan View and on the majority of the maps in the permit <br />b. Please use 5:1 vertical exaggeration (i.e. 1" = 80') so that elevation details are not "lost" in <br />the large horizontal extent of the sections; and <br />c. Please move the cross sections to a separate sheet (stretching the vertical scale will likely <br />make this necessary), perhaps naming it Map 2.05.4-1a. <br />38. The original questions remains. The anticipated years of mining have been provided on Map <br />2.05.4-1-2 - Western Mining Area Post Mine Topography & Mining Sequence, but the lines <br />marking the individual cuts have been removed. Please restore the individual cut lines to this <br />map and provide a bar scale. <br />Rule 2.05.3(5) Topsoil Removal and Storage, Rule 2.05.4(2)(d) Reclamation Plan for Removal, <br />Storage and Redistribution of Topsoil and Subsoil <br />39A. Topsoil salvaged from lands north of BB Road has generally been "live-hauled" for replacement <br />on lands previously backfilled and graded behind (east of) the active pit. Topsoil salvaged from <br />the Morgan property has been continuously placed in stockpiles (Lift A and Lift B) since the <br />spring of 2008. <br />Topsoil stockpile volumes on the Morgan Property, as of April 27, 2010 have been added to Map <br />2.04.9-2. Distribution of the A and B and Mixed stockpiles has been presented using the areas <br />(56+ acres undisturbed and 51+ acres disturbed) as they existed in February 2008. Confining the <br />A and B two-lift replacement to the western 56+ acres results in thicknesses of 24" and 54.6", <br />respectively. The thickness of Mixed topsoil is given as 22" across the eastern portion of the <br />Morgan property. <br />The Division has calculated that these same volumes might be better distributed as follows: <br />• Lift A and/or Mixed A & B distributed to a uniform thickness of 22" across the entire <br />Morgan property ("Mixed" topsoil should be of similar quality to Lift A, given the <br />salvage methods used). <br />• Lift B distributed to a thickness of 33" across Morgan Fields 2 and 3 in their entirety. <br />This would allow for a combined A + B thickness of 22" + 33" = 55" in these areas, thereby <br />limiting the area for which the Bench 1 material functions as "subsoil" to the easternmost 22 <br />acres. Please consult with the Morgan's on the final topsoil distribution plan for their property <br />and provide a current topsoil balance. If acceptable to the Morgan's, maximize the proposed <br />Lift A, Lift B and mixed topsoil over the entire Morgan property. Landowner consent must be <br />provided for the final plan that WFC submits. <br />The Division understands that mining operations at New Horizon are projected to be complete in <br />the year 2012. The permit does not currently include text or maps detailing the material removal <br />and storage that will occur during the latter phases of mining. Rule 2.05.3(5) addresses the
