C-1981-008 June 21, 2010
PR-06 Page 10 of 30
situated partway through the Lloyd and Morgan parcels (corresponding approximately
with the location of cut 85 on permit map 2.05.2-1). The anticipated mining schedule (by
year) was not depicted on Map 2.05.4-1-2, so the Division requested its addition (and a
re-numbering of the mining cuts) with adequacy item 38.
PR-06 Response May-2010:
A revised Map 2.05.4-2-1 was submitted with WFC's May-2010 response package. With
the newest version, the years of projected mining were added (through 2013), but the
individual pits were erased entirely.
Please revise Map 2.05.4-1-2 to illustrate the entire sequence of mining cuts (beginning
with number 68, to be consistent with the original scheme presented on approved Map
2.05.2-1 and Map 2.05.3(3)-2) from immediately west of 2700 Road to the western
permit boundary. Please include also the limits of mining for each year (both completed
and projected). Map 2.05.4-1-2 is also missing a bar scale.
B. In response to Item No. 36 of the Division's 22-Jan-2010 preliminary adequacy review,
WFC provided a spreadsheet for inclusion in Attachment 2.05.4(2)(0-7 - Post Mine
Overburden and Backfill Balance Table. The spreadsheet consists of areas and volumes,
but does not provide the formulae used in calculating the results shown. The numbered
Mining Cuts (85 through 111) appear to generally correlate with the cuts illustrated on
May 2.05.3(3)-2 and requested of Map 2.05.4-1-2, as described in the preceding Item A.
However, the final five rows, numbered 95B through 99B, are not identified on the map.
(It may be that the "B" designation refers to those cuts located on the Morgan parcel once
the active mine is "split" by the Enstrom property that lies outside the western permit
boundary.) Please provide sample calculations for Attachment 2.05.4(2)(c)-7, and a
detailed explanation of the excavation, stockpiling and backfill procedures that will be
followed as the mine approaches its western limits. The locations of any temporary
overburden and Bench 1 stockpiles should be delineated on Map 2.05.4-1-2.
C. Item No. 5 of David Berry's 18-May-2010 letter required an assessment of the material
balance and final grading for the Morgan property "to ensure that final grading will allow
the post mining land use of irrigated cropland to be implemented in accordance with the
landowner's direction." Please answer Item B, above, in sufficient detail that excavation,
stockpiling, backfill and grading plans for the Morgan property can be readily
differentiated from those operations for areas north of BB Road.
37. Map 2.05.4-1 - Existing & Projected Reclamation Contours has been revised to show the
reclamation contours completed as of 2007 and those contours projected to exist when mining
comes to a close. WFC has added two additional cross sections in the N-S direction to more
adequately portray the contour changes proposed to lands west of 2700 Road. Questions remain
with this map.
The scale at which the cross sections are presented makes it difficult to clearly discern the
differences between Pre- and Post-Mine elevations. Currently, horizontal and vertical scales are
both drawn at 1" = 350'. We request that three changes be made to the cross sections:
