2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND ACTIVITIES -- <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (Cont'd.) <br />(3) (b) (iii) (Cont'd.) <br />reported that silt-charged streams deposited sediment in mining-induced cracks minimizing <br />water infiltration into iron ore mines in Alabama. <br />The significance and material damage to ephemeral streams from subsidence-induced cracks <br />will be minimized by continual stream monitoring, correlation to precipitation events, and quick <br />detection and repair to stream channels (refer to Subsidence Repair Handbook, Volume <br />3). The duration of any impact upon stream flow would be very short term and CWI believes <br />temporary and permanent repair could be accomplished in several days. Riparian habitat, <br />aquatic life, and downstream water users would not he affected. In the unlikely event that repair <br />is not sufficient to preclude downstream water user effects, a water replacement plan has also <br />been proposed with the change in Overland Ditch water being diverted down West Roatcap <br />Creek, no irrigation conveyance system will be undermined. West Roatcap Creek and Terror <br />Creek streambeds were not undermined. Also, East Roatcap Creek and Steven's Gulch were <br />protected by BLM stipulated buffer zones and reduced recovery plans are described in <br />Subsidence Control Plan, Section 2.05.6. <br />Because of the interrelationship between colluvial springs and ponds, the consequences for <br />ponds are included in the discussion of springs. <br />The probable hydrologic consequences for the existing East Mine site and permit area would <br />change little with the construction of the West Mine. Calculations and projections for the <br />probable hydrologic consequences of construction of the West Mine facilities are included in the <br />Hydro-Geo, Inc. report in Volume 4. <br />PR-04 - 134 - 06/10
